CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF November 20.2001 <br />TO: Honorable Mayor and City Council <br />FROM: Ron Kenny, Director of Parks, Recreation & Family Services <br />SUBJECT: Contract Approval with Sierra Vista Baptist Church as Site for State of <br />California Grant Funded Preschool Program <br />DATE: November S, 2001 <br />Item #15 <br />BACKGROUND: <br />The Child Care Division of the Parks, Recreation & Family Services Department has received a $142,000 <br />State funded Preschool Grant. Child Care has been looking for an appropriate facility in which to house the <br />new program. <br />DISCUSSIONIANALYSIS: <br />Sierra Vista Baptist Church of Colton is interested in partnering with the City by providing a portion of their <br />facility free of charge. The church is located at 2300 N. Rancho Avenue in District II. Staff has met with <br />the leadership of the church and has contacted the City Attorney for legal and contractual guidance. <br />There is no additional room in any City facility or the leased Colton Cares building in which to house the <br />program. The proposed program would accommodate 50 children, split into two half-day sessions. The <br />program would operate Monday through Friday. The church views the program as a service opportunity <br />within the neighborhood they serve. This opportunity would allow Child Care to provide services in an area <br />of the community not yet served. If approved the program would begin sometime in December of this year. <br />FINANCIAL IMPACT: <br />The contract provides that the City pay its fair share of utilities costs as estimated from the church's increase <br />in their utility bills. All expenses will be paid from the State grant and utilize Account #206-7200-7202. <br />Revenues will be assigned to Account #206-5776. No general fund monies will he involved. <br />ENVIROMENTAL IMPACT: <br />None <br />RECOMMENDATION: <br />Staff recommends approval of the contract with Sierra Vista Baptist Church for use of their facilities for a <br />preschool program Monday through Friday. <br />Attachment <br />REVIEW TEAM Y <br />City Attorney: Finance Director: <br />City Manager: OTHER <br />
