Kivle , �Asistawt tot City Manager/Acting Public Works <br />Director. <br />Adopt Resolution fo rant Applica ' n (MSRC Grant) <br />September 24, 2001 <br />U,alacialllu� <br />On December 7, 1999, the City Council adopted Resolution No. supporting the submission of the <br />Alternative Fueling Public Access Park and Ride Site to San Bernardino Associated Governments (Sanbag) <br />for funding under the Congestion Mitigation Air Quality (CMAQ) grant program. In July 2000, the City <br />received notice of a funding award for a portion of the project. The project incorporates park and ride <br />spaces with access to electric charging stations and compressed natural gas, liquid natural gas and <br />propane fueling facilities on a location providing easy on and off access from Interstate 10 via Sperry <br />Drive and Mt Vernon Avenue approximately one quarter of a mile from the intersection of Interstate 215 <br />and 10. The proposed site is large enough to allow for all the services with the potential to add bicycle <br />facilities at a later date. From the reviews staff conducted, this type of service facility remains unavailable <br />to the public at this time. The objective is to operate a facility similar to fueling sites currently operated <br />by private companies by using a credit card type system. The City received $549,500 in CMAQ grant <br />monies and pledged $112,668 as the match. <br />DISCUSSION/ANALYSIS <br />Since the time the City submitted their initial concept, staff determined a public access station requires <br />certain amenities in order for the public to use the station. We propose to provide restrooms and store <br />facilities, and based on input from trucking companies, it is necessary to realign the freeway exit at <br />Sperry Drive. The City is currently attempting to partner with two private concerns. Knowing the acres <br />needed to meet the potential engineering requirements, staff propose to purchase the entire nine -acre <br />site. The County of San Bernardino Transportation Flood Control is the current property owner. The <br />County is currently preparing the paperwork to begin negotiations for the purchase of a minimum of five <br />acres with an option on the remaining four. The County issued a permit for Brownfield's Testing Phase I <br />of the site. It is important the City attain additional grant funding for the construction of the facility. <br />Knowing that, staff is exploring several alternative -funding options. The Mobile Source Reduction monies <br />have the following local government program objectives: <br />• Stimulate Development of new, publicly accessible alternative fuel refueling infrastructure <br />• Expand existing private -access stations to accommodate public and/or fleet access <br />• Assist local jurisdictions in purchasing low -emission, clean fuel medium and heavy-duty vehicles <br />Encourage AB2766 Subvention Fund Recipients to Draw Down Balances <br />• Leverage MSRC Discretionary Fund Investment <br />The City of Colton meets the existing eligibility requirements. The Alternative Fueling Station meets the <br />eligible project categories: new or expanded alt -fuel refueling infrastructure for compressed natural gas <br />(CNG), liquefied natural gas (LNG) and or liquefied petroleum gas (LPG -propane).
