Based on the entire record before the City Council and all written and <br />oral evidence presented to the City Council, the Council finds the Municipal Code, Title 18 <br />Amendment promotes the goals and objectives of the General Plan, and each element thereof, and <br />leaves the General Plan a compatible, integrated, and internally consistent statement of policies. In <br />accordance with the City of Colton General Plan, the proposed land use amendment provides a safe, <br />harmonious and attractive living environment (within the City.) (See Colton General Plan, p. 2-12.) <br />Finally, the Municipal Code, Title 19 Amendment in accordance with the goals and standards of the <br />General Plan, as well as the development standards of the underlying zoning designations will assure <br />that development of Residential sites are compatible with the goals and standards of other General <br />Plan elements. <br />SECTION 3. In evaluating the proposed Zone Text Amendment, the City Council <br />has considered the housing needs of the region in which the City of Colton is situated and balanced <br />those needs against the public service needs of its residents and available fiscal and environmental <br />resources. <br />SECTION 4. Based on the entire record before the City Council and all written and <br />oral evidence presented, the City Council finds the Zone Text Amendment warrants the filing of a <br />Notice of Exemption pursuant to Section 15061 (b)(3) of the State of California Environmental <br />Quality Act ("CEQA") Guidelines and the City of Colton's implementing procedures for CEQA. <br />SECTION 5. The location and custodian of the documents and any other material <br />which constitute the record of proceedings upon which the City Council based its decision is as <br />follows: Community Development Director, City of Colton Community Development Department, <br />659 N. La Cadena Drive, Colton, CA 92324, (909) 370-5079. <br />SECTION 7. Effective Date.
