Phase 3 — Training, Data Analysis, and Internet connectivity (July 2003 -December 2003) <br />The Consultant will prepare a Traffic Safety Procedure Guide and train two staff members <br />from SANBAG and participating agencies in the use of the Collision Records And Analysis <br />System. This will include the input of future SWITRS data into the system and maintenance <br />of the program. <br />The Countywide Collision Records and Analysis System will be integrated into the <br />SANBAG Transportation Monitoring Program through a comprehensive electronic traffic <br />records network for the collection and distribution collision data setup by the Consultant. <br />Phase 4 — System Operation, Final Report and Executive Summary (September 2003 -March <br />2004) <br />Establish protocol among the participating agencies for ongoing maintenance and <br />quarterly updating of SWITRS collision data and other pertinent traffic data used in the <br />Records and Analysis Program. This includes definition of service and support levels to <br />be provided by the Consultant to SANBAG and participating agencies in the operation of <br />the software program. <br />ANALYSIS/DISCUSSION: <br />The Engineering Department currently receives hard copies of hand-written traffic collision reports <br />which are then sorted and filed. These reports accurnulate quickly, take a large amount of storage <br />space, and require a great deal of time to adequately sort, file and maintain. In addition, the data <br />pertinent to Engineering's needs is not in a readily usable forinat. The traffic collision reports must <br />be manually tabulated and transferred by hand to a functional format for analysis. This data is used <br />in the determination of warrants for crosswalks, stop signs, traffic signals, accident prevention and <br />future development. The current process is time consuming and uses man-hours that would be <br />better directed to problem solving and addressing the needs of the community. <br />To participate in this program, local agencies must commit to the following items: <br />1. Allow the installation of computer software and database on an agency computer, <br />2. Update and maintain the collision database on a regular basis beyond the initial three-year <br />history provided through this program. <br />3. Assign agency staff to attend the training session for the operation of the system. <br />4. Participate with SANBAG in utilizing the information generated to broaden the effective <br />use of traffic safety performance measures in the planning and programming of <br />transportation resources locally and throughout the county. <br />5. A Letter of Commitment from the City of Colton, addressed to the attention of Kim Shultz, <br />must be received by SANBAG no later than April 12, 2002. <br />
