Attachment <br />Automated Traffic Collision Analvsis Svstern <br />Office of Traffic Safety Grant FY 2003 <br />Pro mect Description <br />The goal of this project is to establish an effective, easily maintained, GIS based collision <br />records and analysis system for reference in the development of projects and programs <br />designed to reduce the frequency and severity of traffic collisions in all cities throughout <br />the County of San Bernardino. The system will provide SANBAG, County staff, and all <br />participating city traffic engineers and department managers, timely and accurate <br />information to base resource allocation decisions regarding engineering and facility <br />improvements, traffic enforcement programs, and other safety related programs. This <br />project will be administered through SANBAG's Transportation Monitoring program, <br />with direction from a Steering Committee open to all participating agencies. <br />Method of Procedure <br />Phase I — Svstem Evaluation and Consultant Selection <br />(October 2002 — March 200 1) <br />Review available resources, and develop consensus among all participating agencies <br />on the desired data fields and operating characteristics of the data records and analysis <br />system, including allowances for expansion of the operating system. <br />SANBAG with the support of participating agencies will request proposals from <br />qualified vendors and consultants to develop, deploy, train, and provide support <br />services in the operation of the system for a three year period. The proposed software <br />systems will be evaluated on their ability to identify collision concentrations at <br />intersections and midblock locations, track individual collision and the information <br />related to each event and provide laptop -reporting capabilities. <br />Phase 2 — System Implementatio <br />(March 2003 — December 2003) <br />The Consultant will install and setup the collision records system for SANBAG and all <br />participating city Transportation Engineering Departments. This work effort will be <br />coordinated with a similar project currently underway for the County of San <br />Bernardino through the Department of Public Works. <br />The necessary work elements and data input identified below will be completed in <br />order to deliver a fully operational GIS based Collision <br />Records and Analysis System: <br />* Develop a master table of all street names for each jurisdiction. <br />OTS -Project Schedule and Scope-kas <br />
