ANALYSIS/DISCUSSION: <br />The location of the proposed Traffic Signal for Hunts Lane/Cooley Lane includes a signal pole and <br />arm installed in the existing right-of-way west of the centerline of Hunts Lane, within right-of-way <br />belonging to the City of San Bernardino. <br />In order to facilitate the construction of the proposed traffic signal, an Agreement between the City <br />of Colton and the City of San Bernardino has been prepared (See Exhibit "E"). The City of San <br />Bernardino has reviewed and will sign the Plans for the Traffic Signal as an approval of the signal <br />design and as a condition of the Agreement. <br />ENVIRONMENTAL IMPACT: <br />Environmental review of the signal was done along with the various other public improvements <br />projects proposed in the Santa Ana Project Area and found to be exempt from CEQA requirements. <br />FISCAL IMPACT: <br />The traffic signal for Hunts Lane/Cooley Lane is funded by Redevelopment Agency Bond proceeds <br />and an account has already been set up. There will be no cost to the City of Colton involved in <br />securing the Agreement between the City of Colton and the City of San Bernardino, however, this <br />Agreement must be in place prjar to the start of construction. <br />The City of Colton has assumed the entire financial, construction and maintenance responsibility for <br />this portion of the proposed Traffic Signalization Project. As stated in the Agreement between the <br />City of Colton and the City of San Bernardino, there will be no cost to the City of San Bernardino. <br />The only requirement of the City of San Bernardino is to approve and sign the Agreement and the <br />Plans for the Traffic Signal. <br />RECOMMENDATION: <br />Staff respectfully recommends that Council authorize, on behalf of the City of Colton, the <br />Agreement between the City of Colton and the City of San Bernardino indicating the City of <br />Colton's commitment regarding the construction and maintenance of a traffic signal, at no cost to <br />San Bernardino, for the T -intersection of Hunts Lane/Cooley Lane which is partially located in <br />lands currently owned by the City of San Bernardino and authorize the Mayor to execute the <br />Agreement. <br />
