Zamara, Community Development D'uector SLJBJECT: Adoption of the Housing Element of the General Plan DATE: July 29, 2002 BACKGROUND: The Community Development Department is requesting City Council review and approval of the proposed Housing Element for the General Plan. Colton's General Plan consists of seven sepazate elements. This Housing Element would revise the current element in the General Plan and bring the City in compliance with state law. In acwrdance wi[h State Government Code, Article 10.6, the Legislature enacted law which requires local govemments to prepare and implement housing elements. State law requires housing elements to be updated at least every five yeazs to reflect a wmmuniry's changing housing needs. This document is the update now required by state law. ANALYSIS/DISCUSSION: The proposed Housing Element is a result of a series of staff meetings with the general public wtrich took place at two workshops. In additioq copies of the preliminary report, which provided the foundation of this element, were on review during the Negative Declazation review period. The City solicited the community at lazge, pianning commissioners, school district members and other stakeholders in the community to assist in the review of the Housing Element. The original draft was presented to the City Council for review and comment. The current revisions reflect further local analysis aad input from the State Housing and Community Development staff The Housing Element is an important planning document for the City of Cohon. It identifies the housing needs of the City, and recommends ways to meet these needs while balancing other community objectives and available resources. The Housing Element provides residents and local government officials with a greater understanding of the housing needs in Colton. Thus, it provides an effective tool for the decision making process on housing issues. Key findings include the following: • Colton's growth rate in the 1990's was neazly equal to that of San Bernazdino County. ■ Cohon has a young population with a median age of 27.5 yeazs. ■ Household size is slightly lazger than the region, with an average of 3.175 persons per household. • Cohon is largely built out, however there is the capacity to build approximately 7,687 additional housing units. • The majority of lazge pazcels of undeveloped land aze located in the Reche Canyon and La Loma Hills azeas of the City. Most of this lazge vacant or spazsely developed area is cutrently zoned at low densities.
