Housing Element of the General Plan <br />August 6, 2002 <br />Page 2 <br />■ With no change in zoning, most of the higher density development will occur as small infill projects or <br />non-contiguous pazces or as redevelopment of nonconfornvng or under utilized properties. <br />• Cohon's e�cisting housing stock is affordable to all but very low-income families. <br />• The majority of new singie family home development will be suited to middle and upper income <br />families due to current zoning and general plan desi�ations. <br />• Apprwcimately 26% of units will be 50 years or older by 2005. <br />Housing Element law requires that quantified objectives be developed for new constnxction, rehabilitation, <br />and conservation/preservation that will occur during the five-yeaz housing element cycle. A summary of <br />Quantified Objectives is listed on Table 7-2 (page 74) of the Housing Element and consists of the <br />following goals: Construction of 250 units, Rehabilitation of 135 units, and Conservation of 198 units. <br />These units goals aze for all income groups in the City. <br />GENERAI. PLAN CONSISTENCY <br />The proposed Housing Element would replace the current Housing Element of the General Pian. The <br />State of California Housing and Community Development has reviewed this proposed element and finds it <br />to be consistent with State law. State law requires housing elements to be updated to reflect a <br />community's changing housing needs. The City of Colton's Housing Element was last updated in 1993. <br />State law was amended to e�ctend the deadline to December 31,2000 for jurisdictions in San Bernazdino <br />County. This document is the 2000-2005 update required by state law. <br />FISCAL IMPACT: <br />The quantified objectives are goals for the time period. Expected funding for these goals aze largely <br />fmanced by private sector debt and equity. The report also discusses the City's participation in <br />programs financed by San Be►nardino County. In addition, the report discusses using funds from the <br />Ciry's redevelopment agency, the possibility of counry issued bond fmancing, and the possibiliry of <br />general funds for staff time required for ordinance review and coordination time with the <br />redevelopment agency. <br />RECOMMENDATION: <br />Staff recommends that the Ciry Council approve the proposed Housing Element and authorize the <br />Community Development Directar to submit the Housing Element to the State Department of Housing <br />and Community Development for their records as the adopted revised Housing Element of the General <br />Plan. <br />Attachment: Resolution <br />Housing Element <br />REVIEW TEAM ONLY ' <br />� ��� , <br />City Attorney: ■ Finance Director: <br />City Manager: OTHER: <br />
