• Upgrade and conserve housing units in an effort to maintain the existing housing stock as a <br />source of low and moderate cost housing for Colton residents and, as an integral part of the <br />community chazacter. <br />• Conserve community chazacter and property values by removing blighted structures and <br />facilitating the rehabilitation and maintenance of properties in disrepair. <br />• Promote and encourage private industry as the primary and central source for housing production <br />and rehabilitation. <br />• Support efforts to eliminate housing discrimination based upon race, color, religion, national <br />origin, age, sex, or family status and to assure equal opportunity for housing to all individuals. <br />• Encourage citizen participation in the planning and programming of housing policy and public <br />improvements. <br />Each of these goals also includes a set of policies and progams, which include quantified objectives <br />for the 2000-2005 Housing Element cycle.
