I. Introduction <br />The Housing Element is an important planning document for the City of Colton. It identifies the <br />housing needs of the City, and recommends ways to meet these needs while balancing other <br />community objectives and available resources. The Housing Element provides residents and local <br />govemment officials with a greater understanding of the housing needs in Colton. Thus, it provides <br />an effective tool for the decision making process on housing issues <br />City Profile <br />The City of Colton incorporated in July 1887. The City encompasses 9,613 acres or 15.0 square <br />miles. The entire planning azea, which includes the City and its sphere of influence, totals 11,775 <br />acres or 18.4 squaze miles. The City is bisected by Interstate 10, with Interstate 215 oriented <br />north/south near the City's eastern border. The City experienced a high gowth rate in the decade, <br />beriveen 1985 and 1996. Neazly 40% of its housing stock was built in this ten-yeaz period. In 1999, <br />the City had an estimated population of 46,634 persons. The City is nearly built out with few <br />remaining lazge tracts of undeveloped land. Within the City, there are many old, established <br />neighborhoods and numerous structures with historic designations. <br />State Policy and Authorization <br />In accordance with State Govemment Code, Article 10.6 (65580) the Legislature has declared that <br />the attainment of decent housing and the provision of a suitable ]iving environment to meet the needs <br />of all economic segments of the population is of the highest priority. The I,egislature also recognizes <br />that to meet this statewide goal, cooperation between government and the private sector is necessary, <br />and that local and state governments have a responsibility to utilize the powers vested in them to <br />facilitate the development and improvement of housing. <br />In Section 65581, the Legislature enacted law, which requires local governments to prepare and <br />implement housing elements that will assist in meeting both state and regional housing goals. <br />Section 65583 states that the housing element shall consist of an identification and analysis of <br />existing and projected housing needs and a statement of goals, policies, quantified objectives and <br />scheduled programs for the preservation, improvement and development of housing. The housing <br />element must also incorporate the regional housing needs as established by the regional government <br />agency. State ]aw requires housing elements to be updated at least every five yeazs to reflect a <br />community's changing housing needs. The City of Colton's Housing Element was last updated in <br />1993. State law was amended to extend the deadline to December 31, 2000 for jurisdictions in San <br />Bernardino County. This document is the 2000-2005 update now required by state law. <br />Organization of the Housing Element <br />Section 65583 of the Government Code Article 10.6 sets forth the specific components in a <br />community's Housing Element. Table 1-1 summarizes these state requirements and identifies the <br />sections in the City of Colton Housing Element where these requirements aze addressed. <br />Housing Element <br />City of Colton <br />2000-2005 <br />
