Element Consistency <br />The content of this Housing Element is consistent with the goals and policies of all elements of <br />the General Plan. The following is a summary of sections of other elements of the General Plan, <br />which may affect the Housing Element: <br />Circulation Element <br />The Circulation Element of the General Plan is the basic guide for planning additional and <br />improved public vehiculaz accessways. The 2000 Housing Element does not include <br />recommendations, which affect the goals, policies, objectives or standazds of the Circulation <br />Element. <br />In new, developing areas of the City, the General Plan Circulation requirements are produced as a <br />part of the gowth process and are part of the cost of development. However, in central, south <br />central and east Colton, street rights-of-way aze fixed by historic growth pattems. <br />The following standard of the Circulation Element relates to the Housing Element: <br />"Minimum disruption of homes, business, utilities, traffic and human life, as caused by the <br />construction and expansion of transportation facilities, should be ensured through sensitive <br />planning and construction. <br />Land Use Element <br />Adoption of the Housing Element does not cause a need to amend the Land Use Element. The <br />updated Housing Element is consistent with the densities, residential designations and holding <br />capacity as planned for in the Land Use Element. The fo]]owing principles contained in the 1985 <br />Land Use Element are particularly relevant to the Housing Element. <br />• Concentrated residential development resulting in attractive neighborhoods should be <br />promoted through the use of effective neighborhood design guidelines. <br />• A diversity of residential development types should be the determining factor by allowing <br />adequate design flexibility. <br />• Residential development in environmentally sensitive or hazardous azeas should be generally <br />avoided and only allowed when mitigating measures aze taken to reduce the risk of <br />occunence or exposure. <br />• Preserve and protect hillside and environmentally sensitive azeas designated for growth <br />through the use of strict hillside development standazds. <br />Housing Element <br />City of Colton <br />2000-2005 <br />11 <br />
