• Restrict development in canyons and hillsides and control the plan of development to prevent <br />obstruction of natural runoff or watercourses and to prevent unwarranted scarring of hillsides. <br />Hillside densities shall be determined after consideration of safety, access public <br />infrastructure availability, environmental damage and aesthetics, but generally should not <br />exceed two dwellings per acre. <br />Noise Element <br />The Noise Element deals with identification, measurement and control of community noise in <br />Colton. <br />Residential structures should be constructed to maintain interior noise levels of not geater <br />than 45 dBA, through the use of sound barrier improvements, building designs, construction <br />materials and/or insulation techniques. <br />• Residential growth in Community Noise Exposure Areas greater than 70 dBA should be <br />discouraged, unless on-site noise levels can be reduced to 60 dBA or lower via on and off-site <br />noise alleviating improvements. <br />Open Space and Conservation Element <br />The Open Space Element identifies a series of existing public parks and proposes several <br />additional public parks. Other open space azeas are also identified. <br />Safety Element <br />This Element identifies and defines programs to protect the community from fire and geologic <br />hazazds. It also contains a list of policies with respect to public safety and provides a list of <br />action items to implement identified policies. The 2000 Housing Element does not contain <br />recommendations that effect the Public Safety Element. <br />• Educational home improvement programs to involve citizens in residential neighborhood <br />revitalization efforts should be an integral City function. <br />• No development for human occupancy shall occur in areas of exceptionally high fire hazazd, <br />or any azea where the fire cannot be safely controlled. <br />• Encourage the clustering of houses into small neighborhoods removed from major <br />thoroughfazes, thereby enhancing neighborhood recognition and surveillance of people or <br />activities not normally associated with the neighborhood. <br />Housing Element <br />City of Colton <br />2000-2005 <br />12 <br />
