IL Needs Assessment <br />This section of the Housing Element discusses the major components of housing need in the City of <br />Colton. The major components of need include the City's population and household characteristics, <br />and a discussion of special needs groups, land use, employment data and housing stock <br />chazacteristics, including ]ow-income restricted units at risk of converting to mazket-rate units. This <br />review provides the basis for an analysis of housing affordability in the City of Colton, found at the <br />end of the section. <br />Population Characteristics <br />Size of Population <br />The City of Colton incorporated in July 1887. The City encompasses 9,613 acres or 15.0 square <br />miles. The entire planning area, which includes the City and its sphere of influence, totals 11,775 <br />acres or 18.4 square miles. The 1990 Census estimated a total City population of 40,213. In 2000, <br />the Department of Finance estimated a population of 47,333, indicating a 17.7% population growth <br />rate over the nine yeaz period (1.8% annually). This relatively small increase can be attributed to <br />many factors including, the limited new construction of single-family and multi-family homes. <br />SCAG estimates the Citywide population to reach 53,877 by the yeaz 2005 and 58,489 by the yeaz <br />2010. The ultimate build-out for the entire planning area is estimated to support a population of <br />roughly 78,000 residents.
