La Cadena Drive <br />Colton, CA 92324 <br />Transmitted: Fax 909-370-5183, US Mail. <br />SUBJECT: Submittal of A Professional Services Contract for Historical Consultant <br />Services, City of Colton Historic Designation Project. <br />Dear Ms. Kivley: <br />In response to our meeting on August 13, 2001, Archaeological Consulting Services (ACS) is <br />pleased to provide this Professional Services Contract for Historic Consultant Services, City of <br />Colton Historic Designation Project. As a rule of thumb, historical/cultural resources studies <br />entail three phases: identification (a.k.a. Phase I), evaluation of the identified sites (a.k.a. Phase <br />H) and data recovery or mitigation of the sites that were evaluated significant (a.k.a. Phase III). <br />SCOPE OF WORK <br />The Scope of Work for this project is an evaluation investigation to determine the historical <br />significance, as well as potential designation as Historic Landmarks, for seven historical (i.e., <br />cultural) resources situated on properties within the City's corporate boundaries. ACS will <br />evaluate these properties in accordance with the California Environmental Quality Act (i.e., <br />CEQA). In general, CEQA criteria, especially within Appendix K, is used in the evaluation of <br />archaeological resources. However, CEQA also recognizes a historical resource such as objects, <br />buildings, sites, areas, places, records, manuscripts, architectural , engineering, economic, <br />agricultural, educational, social, political, military, or cultural resources as significant if they are <br />determined eligible via the evaluation criteria or listed on the California Register of Historical <br />Resources. Finally, CEQA recognizes that historical resources that are listed on a local (i.e., <br />City) list or register of historical resources be considered as historically/culturally significant, <br />unless the resource is proved to be non-significant. <br />Criteria for Significance Evaluations <br />The City's of Colton's Criteria for Historic Landmarks are as follows: <br />I.
