ARCHAEOLOGICAL CONSULTING SERVICES <br />Kathy Kivley, Page 2 <br />2. Identify if the structure occupies the location of a significant historical event; <br />3. Identify if the structure belonged to a person or group that contributed significantly to the <br />culture and development of the City; <br />4. Identify if the structure within the City exemplifies a particular architectural style or way of <br />life important to the City or is the best remaining example of an architectural style in a <br />neighborhood; <br />5. Identify if the structure is the work of a person or group whose work influenced the heritage of <br />the City, the State or the United States; <br />6. Identify if the structure relates to another designated historical building or a proposed district <br />in such a way that its preservation is essential to the integrity of the building of the <br />building or district; and <br />7. Identify if the structure or if the site has potential for yielding information of archaeological <br />interest" (City of Colton 2001:2-3). <br />Properties to be Evaluated for Historical Resource Significance <br />Specifically, the evaluations are focused on the following properties: <br />A. Three Offerings for Historic Designation- Three property owners have submitted applications <br />for historic designation of their structures. ACS will identify and document all cultural resources <br />on three properties. In addition, ACS will evaluate the significance of the architectural <br />components on the three properties. Historical archaeological components will be identified on <br />the properties. However, historical archaeological evaluative excavations that would determine <br />the significance of archaeological resources will not be undertaken at this time. A Change Order <br />to this Contract will be required to implement the excavations. <br />B. Three Predetermined Property Eligibilities- A property owner wants to destroy three <br />properties in preparation for a future construction project. City staff have already assessed two of <br />the buildings on the properties as potentially significant, while the third building appears to <br />exhibit compromised integrity. ACS will identify and document all cultural resources on the <br />three properties. ACS will evaluate the significance of the architectural components on the <br />properties. Historical archaeological components will be identified on the properties. However, <br />historical archaeological evaluative excavations that would determine the significance of <br />archaeological resources will not be undertaken at this time. A Change Order to this Contract <br />will be required to implement the excavations. <br />C. One Questionable Designation- One property was previously approved for historic <br />designation by the City's Historic Preservation Commission. However, no action was taken by <br />the City staff for several years. ACS will identify and document all cultural resources on the <br />property. In addition, ACS will evaluate the significance of the architectural components on the <br />P.O.
