Item #28 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF August 6, 2002 <br />TO: Honorable Mayor and City Council <br />FROM: Ron Kenny, Director of Parks, Recreation & Family Services <br />SUBJECT: Approval of a One Year Contract with Partnerships With Industry and <br />Adopt and Approve a Resolution Amending the Budget for Fiscal Year <br />2002-2003. <br />DATE: July 31, 2002 <br />BACKGROUND: <br />At the time of City employee layoffs in 1995, the Building Maintenance Division employed a total of 16 full <br />and part-time employees. Within that group were both skilled facility maintenance workers and general <br />custodial staff. Since the layoffs, four full-time staff were retained to cover all of the work completed by the <br />original sixteen. <br />DISCUSSION/ANALYSIS: <br />The current four full-time staff has the responsibility for maintaining 19 City facilities by performing light <br />construction, general repair and custodial duties. One of our efforts to fill staffing needs without affecting <br />the budget was to obtain several County Restitution Workers during the regular workweek on a part-time <br />basis, when they are available. Another organization that we have used is Job Corp, which provides <br />students for a six-week period. However, we have only been able to obtain one student this past year. With <br />each student/restitution worker, staff must also allow time for training and monitoring. Staff's ability to <br />work effectively and efficiently is a major problem given their workload and time restraints. <br />Many alternatives to increase the number of staff have been explored. A Request for Proposal was <br />developed to contract out all general custodial duties thus allowing the current building maintenance staff to <br />concentrate solely on light facility construction and repair. At the time, the General Employees Association <br />objected to the proposal and the project was dropped. Staff has made several additional proposed custodial <br />suggestions that included the hiring of a combination of full/part-time staff and part-time staff only. Each <br />time, the proposed costs were felt to be prohibitive. <br />In an effort to find a solution to the under staffing within the Division, staff met with representatives from <br />Partnerships With Industry. They assist adults with developmental disabilities to work within the <br />community. One area of assistance they offer is custodial help. They usually come as a four -man team <br />known as "clients" and include a supervisor known as the Employment Training Specialist, (ETS) or "job <br />coach". It is the job coach's responsibility to be a liaison to City staff, remain on the job site with the clients <br />and to oversee their work on each project assigned. He/she is also responsibility for assuring quality <br />control. It is proposed that they would work Monday through Thursday, 9:00 a.m. to 3:30 p.m. to include an <br />hour for lunch. <br />For the last 3 years, Katie Bodily from PWI has presented the program to Council and has tried to obtain <br />grants for the City, but because of more pressing City needs was unable to obtain the amount needed for a <br />crew.
