Delgado, Human Resources Manager lZ <br />SUBJECT: Approve Selection of Bob Murray and Associates to Conduct Executive <br />Recruitment for the Position of Chief of Police <br />DATE: August 13, 2002 <br />BACKGROUND: <br />On July 10, 2002, Chief of Police Randy Heusterberg announced his intention to retire from the <br />Colton Police Department in December 2002. <br />ANALYSIS/DISCUSSION: <br />Municipal Code Section 2.16.070, Section B, provides that the City Manager has the authority to <br />appoint a person to the position of Police Chief, to serve at will and pleasure of said City <br />Manager. Following the retirement notice, City Manager Parrish directed that preparations for <br />the 90 -day recruitment process for the Police Chief position commence immediately. <br />Recognizing that the Chief of Police position is important to the City's governance, City <br />Manager Parrish determined that the City's interest would best be served by conducting an <br />intensive and wide search through the services of a professional consultant. The labor <br />negotiation team made up of Council Member Hernandez, Council Member Ramos, Assistant <br />City Manager Holliman, Finance Director DeAlwis, Electric Utility Director Clarke, and Human <br />Resources Manager Delgado, was available and was asked to conduct interviews on Monday, <br />August 12, 2002, with representatives of the following firms: <br />Mr. David Harris from Shannon and Associates <br />Mr. Eric Middleton from DMG Maximus <br />Mr. Bob Murray from Murray and Associates <br />Each firm provided summary of the company's history, its recruitment process including the <br />time schedule, its references and success ratios, and the fees. Shannon and Associates submitted <br />its proposed fee for professional services at $18,000, plus reimbursable costs, identified as cost <br />of travel, clerical support, placement of ads, credit, criminal and civil checks and newspaper <br />searches, estimated at $5,500-$8,000 and background checks estimated at $2,000 per candidate <br />(field interview) or $275-$400 (computerized record check). Maximus proposed a fixed fee of <br />$17,500 for professional services and a fixed fee for expenses at $6,500 for statewide search or <br />$8,500 for nationwide search. Bob Murray and Associates submitted a consulting fee of <br />$17,500, to include three days of meetings on site. Reimbursable expenses were estimated to be <br />$5,500-$8.500. <br />
