COP Recruitment <br />August 13, 2002 <br />Page 2 <br />With professional fees and reimbursable fees close in number, the committee members found it a <br />difficult choice to make because all three funis were of high caliber, promising to make personal <br />contacts in order to bring highly qualified candidates to the City of Colton. <br />The Committee selected Bob Murray and Associates because Mr. Murray promptly addressed <br />the diversity issue and proudly declared he previously held positions in law enforcement. Mr. <br />Murray related that he personally conducted over 60 police chief searches; had an extensive <br />network to deliver an outstanding candidate pool, could assist in providing a forum for <br />participation of City Council, Police Officers Association, Department Heads and interested <br />citizens; and, promised thorough confidential background investigations. Finally, Bob Murray <br />and Associates guaranteed that if the selected candidate were terminated for cause within the first <br />year of employment, Bob Murray and Associates would conduct the search again at no cost <br />(except expenses) to the City of Colton. <br />ENVIRONMENTAL IMPACT: <br />This item does not create an environmental impact. <br />FISCAL IMPACT: <br />Bob Murray and Associates submitted a consulting fee of $17,500, to include three days of <br />meetings on site. Reimbursable expenses were estimated to be $5,500-$8,500. The Chief of <br />Police recruitment was not anticipated when the City's 2002-03 budget was approved. It is <br />proposed that the 2002-03 General Fund budget, specifically the Human Resources Professional <br />Services Account No. 100-6030-6030-2350-0000-000, be increased by $27,000 to cover this <br />necessary expense. Prior to this requested adjustment, projected 2002-03 General Fund revenues <br />exceed appropriations by $35,000; therefore, adequate funds are available to cover this request. <br />RECOMMENDATION: <br />It is respectfully recommended that the Members of the City Council accept and approve the <br />Chief of Police Recruitment Committee selection of Bob Murray and Associates, who shall be <br />authorized to conduct an executive recruitment for a Chief of Police on behalf of the City of <br />Colton. The consulting fee of $17,500, to include three days of meetings on site and <br />reimbursable expenses estimated to be $5,500-$8,500 are hereby approved.
