Item #15 REDEVELOPMENT AGENCY FOR THE CITY OF COLTON For the City Council and Redevelopment Agency Board Meeting of December 17, 2002 TO: Honorable Mayor and Councilmembers Honorable Chairperson and Agency Boardmembers FROM: Candace Cassel, Redevelopment Manage SUBJECT: Consideration and Authorization for the City Manager and Executive Director to Transmit a Letter to the San Bernardino County Board of Supervisors Requesting the County Consider the Adoption of an Ordinance Authorizing the City and the Agency to Undertake the Formation and Administration of a Redevelopment Project Area, Which Includes Unincorporated County Areas. DATE: December 5, 2002 Discussion/Analysis On March 5, 2002, the Agency Board engaged the services of GRC Associates to perform the services related to the formation of a new project area. As part of the planning process for the selection of a new redevelopment project area, Agency staff is considering whether it is appropriate to include a San Bernardino County unincorporated island area in the proposed redevelopment project area. The unincorporated county island area is contiguous with the existing municipal boundaries of the City of Colton and each is less than seventy-five (75) acres in size. It displays a number of symptoms of blight and the elimination of blight in this area will assist the City in realizing its goals of preventing the spread of blight within the City. A vicinity map, which has been marked to designate the unincorporated county island area, is attached hereto as Exhibit "A". The Community Development Department expects to complete the annexation of these unincorporated county areas within the next year. However, the completion of the new redevelopment plan adoption process by the Agency for the areas already within the territorial jurisdiction of the City may be accomplished before the county area is annexed to the City. The inclusion of the county area in the new redevelopment project area post -annexation would require the Agency to amend the redevelopment plan to add the area unless, concurrently with its redevelopment plan adoption process, the City and the Agency first secure the consent of the County of San Bernardino to include the county area in the new redevelopment project area.
