Salary Study
December 9, 2002
The City of Colton has kept its part of the bargain in bringing the employees of the General Unit and the
Mid -Manager Employees Unit to market. It is important to note that as a result of this ten-month study,
the average rate of compensation increase equals 8%. The City's employees are 0.7% above the mid-
point of the market scale. The City can take pride in the fact that it is, indeed, a competitive employer.
ENVIRONMENTAL IMPACT: This item does not carry environmental impact.
FISCAL IMPACT:
In viewing the General Fund as a whole, it appears that adequate funds exist to absorb the salary
increases. However, as the year progresses it may be necessary to make some inter -department transfers.
These will be brought to the City Council for approval, if necessary, during the mid -year budget review in
late February 2003. No increase in the total general fund budget is anticipated. It also appears that
adequate budgetary funds exist in the enterprise funds.
It is respectfully recommended that the Members of the City Council accept and approve the proposed
resolution amending Consolidated Resolution No. R-56-01 to include current salary ranges; retitled
positions; reclassification series; and, reclassified positions. Finally, it is recommended that the salary
increases be approved effective January 1, 2002.
Att (1)
City Attomey: ] j)jUjjj_E7h Finance Director:
City Manager: OTHER:
