Salary Study <br />January 28, 2002 <br />Page 2 of 2 <br />Each firm was interviewed separately and each firm's representative provided an overview of the <br />organization and listed the breadth of experience, the range of services available and price estimate. The <br />scope of work was identified, namely, the need to conduct a full salary compensation study for <br />approximately 110 positions; to compare with full-service municipalities; to determine the appropriate <br />market for certain positions including the private sector; to study the City's demographics, and the need to <br />explain the methodology for collection of data, range, general valuing and timeline. The classification study <br />by LB Hayhurst in 1996-97 was discussed and the Committee agreed that a classification study was <br />necessary to ensure that job descriptions were up-to-date to allow for the realignment of job families. <br />At the Committee's second meeting on January 24", without the £inns in attendance, the written proposals <br />were reviewed. HRCS submitted a consulting agreement wherein it described the following tasks: <br />"1. Meet with the (sic) your contact persons to establish the foundation and parameters <br />under which the study will be conduct (sic). Included will be the review of the existing <br />salary/compensation study and the review & validation of the existing job descriptions. <br />2. Confirm the Compensation Strategy. <br />"From that meeting we will: <br />1. Develop a work management plan and timetable for deliverables. <br />2. Submit the work plan and timetable for deliverables to your representatives for <br />approval. <br />"Upon approval we will: <br />1. Conduct fact finding & collect benchmark data <br />2. Perform analysis of data collected <br />3. Design the plan <br />4. Provide initial data for testing and modeling by the client. <br />5. Review client findings (item #4) and make recommendations <br />6. Re -write necessary components <br />7. Finalize the plan" <br />HRCS estimated the total project cost at 545,000.00 and it reserved the right to bill for "extra work" by <br />securing in advance any change order approving same. HRCS estimated three to four months for the <br />project. <br />
