Salary Study <br />January 28, 2002 <br />Page 3 of 3 <br />Dembrowsky and Associates submitted its proposal in four parts, namely, a transmittal letter, firm <br />qualifications, detailed proposal and study timeframe and a fee schedule. The section, covering seven <br />pages, describing how Ms. Dembrowsky will conduct the classification and full compensation study is <br />attached for your review, along with the fee schedule. The time estimated for the project is six months. <br />Copies of both proposals were provided to the Committee Members, in advance for preliminary study, <br />enabling the members to unanimously concur that the proposal submitted by Ms. Dembrowsky was by far <br />the most complete and addressed the City's needs. The Committee expressed concern for the project cost <br />submitted by Dembrowsky and Associates; however, the Committee noted that the firm had "committed to <br />completing the project within the proposed project fees, not to exceed $67,135." It is important to note that <br />the firm did not propose to seek change orders. <br />Also, the Committee recalled that Ms Dembrowsky in her interview had pointed to the fact that City Staff <br />could perform some of the work, via preparation of documents, contact with employees and data entry, to <br />help reduce its costs. As requested by the Committee, this author contacted Ms. Dembrowsky and relayed <br />the Committee's concern about the cost and she confirmed that City Staff could perform certain tasks that <br />would help to drive down the capped amount. I informed her that City Staff had entered the salary and <br />benefits data into the Benchmark Salary and Benefits Survey System, monitored by the City of Fontana, and <br />that the City of Colton as a participating member had access to salary and benefits data from Inland Empire <br />and South Bay and Orange County cities. <br />ENVIRONMENTAL IMPACT: This item does not carry environmental impact. <br />FISCAL IMPACT: <br />The amount not to exceed $67,135 is already included within the 2001-02 budget in Account No. 100- <br />6020-6020-2350. <br />RECOMMENDATION: <br />It is respectfully recommended that the Members of the City Council accept and approve the City's <br />Salary/Compensation Study Committee's selection of Dembrowsky and Associates, who shall be authorized <br />to conduct a comprehensive classification and salary/compensation study for the General Unit, Mid - <br />Manager Employees Unit and Executive Unit for the total cost of $67,135. It is further recommended that <br />the City Manager be authorized to execute the City's standard Professional Services Agreement with <br />modifications deemed necessary and appropriate by the City Manager and City Attorney, which shall <br />incorporate the relevant provisions of the Consultant's proposal. <br />Att (2) <br />City Attorney: V • JJgi1LZU-1C,-, Finance Director: <br />OTHER: <br />
