DETAILED PROPOSAL AND STUDY TIMEFRAME <br />r <br />This section outlines how Dembrowsky and Associates, Inc. proposes to assist the City of Colton (the <br />City) in conducting a classification study and a total compensation survey. This section presents <br />information related to the classification study first, followed by information related to the total <br />compensation survey. <br />SCOPE DESCRIPTION FOR THE CLASSSIFICATION STUDY <br />We understand that the specific project objectives for the classification phase of the study are to: <br />• Confirm that existing job descriptions are current; <br />• For those jobs without current descriptions, collect current position information via revisions <br />to the existing description and the City's questionnaire and to conduct job analyses of the <br />submitted information; <br />` • Prepare revised and/or new descriptions for the non-current, outdated study descriptions; <br />• Develop job descriptors (on the basis of the class specifications) that will be used in the <br />compensation survey described later in this section. <br />OVERVIEW OF THE CLASSIFICATION STUDY <br />We will work closely with the City's Project Team over the course of the study to ensure that there is <br />clear communication and agreement on project steps and methodology. The steps described below <br />_ outline the specific tasks and estimated timeframe that we propose in conducting this project. <br />We are proposing to conduct the study with the use of electronic communication systems whenever <br />feasible in order to minimize unnecessary paper versions and to capitalize on the speed and <br />productivity offered by electronic media. Therefore, we will use email, relying on Dembrowsky and <br />Associates, Inc.'s email system (or if more appropriate, an internal email address within the City's <br />system) to both distribute communications and data -collecting documents to study incumbents and to <br />retrieve completed documents from the study incumbents. To facilitate incumbents in the non- <br />•• current jobs easily providing input to the study, we will distribute existing job descriptions <br />electronically and request revisions to these directly on the description document. If an employee's <br />current job has changed substantially from that described in the existing description, we will also <br />provide a copy of the City's questionnaire for completion. <br />,. In addition, we have found in conducting classification studies in the past, that a concise, well - <br />organized communication program is important to the study's success. Therefore, we propose to <br />implement a number of administrative systems to ensure that there is an efficient means of <br />communicating with study incumbents and the Project Team. <br />• Early in the Project schedule, we will establish with the Project Team, a communication <br />strategy and plan that will outline the timeframe, format, audiences, authors and frequency of <br />major communications (such as announcements about the study purpose, employee meetings <br />that HR may conduct, memos to supervisors, etc.). <br />• We will request that City staff develop broadcast email databases of all study employees in <br />,. each classification, their supervisors and their managers. If it is not possible for City staff to <br />prepare these databases, Dembrowsky and Associates, Inc. will use the employee database <br />described in Step 1 below to create the email databases. <br />ODembrowsky and Associates, Inc. 2002 <br />
