Kivley, Assistant to the City Manager <br />Subject: Support of Proposition 40 <br />Date: January 31, 2002 <br />BACKGROUND <br />Working together to pass Proposition 40, we can improve our quality of life today and for future <br />generations. Together, we can make a big difference in improving the health and quality of life of our <br />children, grandchildren and generations to come. Clean water and clean air are essential for all <br />Californians. Safe neighborhood parks give our children and families secure places to enjoy the outdoors. <br />Protecting California's coast from pollution and over -development is vital for people and wildlife. Yes on <br />40 cleans our air and waters, reduces pollution, protects our coast, bays, beaches and lakes and makes <br />our parks safer. <br />Business leaders from throughout the state are supporting Proposition 40 because it represents a <br />balanced approach to improving California's economy, promoting jobs, protecting our natural resources <br />and enhancing our quality of life. Proposition 40 is supported by many of the state's leading business <br />organizations including the California Chamber of Commerce, California Business Properties Association, <br />Silicon Valley Manufacturing Group, Los Angeles Area Chamber of Commerce, the California Council for <br />Environmental and Economic Balance and dozens of other groups representing seniors, local government, <br />veterans, educators, police and fire, environmental organizations, and civic and community groups. <br />DISCUSSION /ANALYSIS <br />The following information outlines the reasons for supporting Proposition 40 on the ballot. <br />Promote jobs and strengthen California's economy <br />By enhancing our state's natural resources, state parks, beaches and coastal areas, Proposition 40 will <br />help support California's tourism industry that employees 700,000 and contributes $55 billion to our <br />economy each year. What's more, Proposition 40 funds will be distributed on a per capita basis, meaning <br />every city and county — rural, urban and suburban -- is guaranteed funding and every community will see <br />a direct benefit to their local economy, job base and quality of life. <br />Strike the right balance between protecting land, air and water resources and the need to <br />promote and strengthen our economy <br />The water and air quality funding in Proposition 40 is non -controversial, does notadd to regulation and <br />includes economic incentives to businesses. Funding from Proposition 40 will assist the business <br />community in meeting the costs of such programs as storm water runoff clean up, development of new <br />parks, emissions clean up and open space preservation. With interest rates at historic lows, now is the <br />best time to invest in clean water, clean air, and the natural resources and recreational opportunities that <br />enhance our quality of life. According to the State Treasurer, California has sufficient bonding capacity to <br />fund Proposition 40, as well as future bonds for education, transportation and water. <br />Improve water quality and provide cleaner air <br />Proposition 40 will support projects throughout the state that will protect and improve water quality in <br />rivers, lakes, groundwater and coastal areas and improve the health and quality of our drinking water. <br />Proposition 40 will also fund programs that improve air quality by supporting the development of low- <br />
