Kivley, Assistant to the City Manager <br />Subject: League of California Cities Inland Empire Chapter Legislative Task Force <br />Date: February 11, 2002 <br />The Inland Empire Division of the League includes 15 Cities in San Bernardino County. <br />In the late 1990's, the Division initially established a Legislative Task Force, as one of several Division <br />committees. The initial focus of the Task Force was to: (1) work on the issue of stabilizing local <br />government revenue streams and (2) actively participate in the statewide League efforts. The group was <br />led by an appointed Chairperson, met bimonthly, and was open to all Division City officials and staff <br />interested in attending. <br />During 2000, the Task Force enhanced its legislative presence on behalf of the Division. The Task Force <br />established a program of work, held educational programs on the legislative process, and took several <br />Division -wide positions on key legislative issues. Recognizing the value of this stronger collaborative <br />relationship among the Division's Cities on State legislative issues, the Division membership expanded <br />the role of the Legislative Task Force in late 2000. Each City was asked to establish a Legislative Team <br />that would participate in the Task Force's work. The Task Force now holds monthly meetings, takes <br />Division -wide positions on key legislation, and works with the statewide League on various legislative <br />initiatives. On November 16, 2000, the League of California Cities, Inland Empire Division voted to form <br />a Governmental Partnership Program under the arm of the Legislative Task Force. The Division also <br />adopted a Governmental Partnership Program to provide the Division and each City with a structure and <br />program of work for their own legislative program. The Task Force also organizes meetings with our <br />region's legislators to discuss local government issues and positions. In the past year, the Task Force <br />has become a focal point for legislative discussions among our Cities as well as an important point of <br />communication with the statewide League's legislative efforts. <br />DISCUSSION/ANALYSIS <br />On December 5, 2000, the City Council adopted the Governmental Partnership Program and selected two <br />Council Members as representatives. As a part of the program, the members on the task force selected <br />priorities with the respective areas described requiring monitoring to insure success in meeting the <br />priority. For the year 2002 / 2003 the priority remains the same with similar areas of monitoring. The <br />Legislative Task Force under the Governmental Partnership Program requests the City Council adopt <br />support for the following: <br />Priority: Stabilization and Protection of Local Government Revenues. <br />The Division will work in partnership with the State League to formulate a solution to state and local <br />government fiscal reform that will stabilize and protect local government revenues. <br />Monnito : <br />
