Page 2 of 3 <br />Agenda Report for February 19, 2002 Supporting the Legislative Task Force Priorities 2002/2003 <br />February 11, 2002 <br />Local Control <br />The Division will work to restore and protect local control, authority, decision making, and will <br />oppose efforts by other governmental entities to diminish it. <br />• Expansion of Local Government Funding Sources for Transportation <br />The Division will pursue expansion of funding options available to local governments to maintain <br />the transportation infrastructure. <br />Enhancement of Alameda Corridor East Financing <br />The Division will work in partnership with regional associations as well as the state and federal <br />governments to obtain additional construction funds to mitigate the impact of increased goods <br />movement through the Inland Empire. <br />• Reduction of Low-income Housing Concentration in the Inland Empire. <br />The Division will work in partnership with SANBAG to address the concentration of low-income <br />housing in the Inland Empire region caused by flaws in the Regional Housing Needs Assessment. <br />• Economic Development/Jobs <br />The Division will pursue legislation to facilitate job creation and economic development in the <br />Inland Empire, with the goal of improving the jobs/housing balance in the region. <br />Endangered Species <br />The Division will support legislation that enables cities to protect endangered species through <br />development of species habitat plans that mitigate negative impacts on community land use. <br />On November 16, 2000, the League of California Cities, Inland Empire Division voted to form a <br />Governmental Partnership Program under the arm of the Legislative Task Force. The various entities <br />agreed to return to their respective governing boards and request Council/Board Action officially <br />appointing a Legislative Liaison (s) to actively participate in this program. The City received a letter from <br />the division President outlining the details and responsibilities of the respective liaison (s). The division <br />also agreed there could be more than one elected official from the respective entity serving as a <br />Legislative Liaison for the program. Deirdre Bennett and Kelly Chastain are the current representatives <br />to this Task Force. The Task Force meets the fourth Thursday of each month at 2:00 p.m. at Rancho <br />Cucamonga City Hall. Because of various other conflicting appointments, it is sometimes impossible for <br />the current liaisons to make the meeting. Staff suggests the City Council consider appointing an <br />additional alternate to assist in representing the City at the meetings. <br />FINANCIAL IMP <br />There are no financial impacts associated with this action. <br />ENVIRONMENTAL IMPACT <br />There are no environmental impacts associated with this action. <br />
