Services, in general, will consist of design for additional
pipelines in the City's Reche Canyon transmission pipeline system. The project description,
proposed scope of services, and proposed fee are contained with this letter.
PROJECT DESCRIPTION
As design has proceeded concerning Montecito Reservoir and the Reche Canyon pipeline, it has
been observed that there is a need to complete construction for two gaps in the City's existing 16 -
inch transmission pipeline. These gaps in construction occur on Cooley Drive and Washington
Drive, and both involve crossings of the existing Reche Canyon Drainage Channel and adjacent
extensions and connections.
At Cooley Drive, required construction is approximately 140 feet of 16 -inch pipeline. At
Washington Drive, there is required to construct approximately 250 feet of 16 -inch pipeline and,
additionally, approximately 70 feet of 12 -inch pipeline and a connection to an existing 12 -inch
pipeline.
The channel is a County Flood Control District facility and it is noted that brackets have been
installed at the bridge crossing at each location in preparation for the 16 -inch.
While the Cooley Drive site is relatively clear of obstructions, it is noted that the alignment for a
crossing at Washington Drive and extension has numerous features including pipelines owned by
the City of Colton as well as by the City of Riverside/Gage Canal Company, street
improvements, and traffic signal features. Plans for both sites has been previously completed by
hand. Though at the Cooley Drive crossing there appears to be little change, at Washington
Drive there has been a major signal construction since the design was completed.
