Kivley, AssZrltiona <br />o e/l q�ty anager / Acting Water and <br />Wastewater Director/ <br />Subject: Approve Amendment l /Engin ring Design Services <br />Date: February 6, 2002 <br />BACKGROUND <br />Over the past several years the City Council Members on numerous occasions requested City Staff <br />coordinate infrastructure projects. As part of this direction the respective staff from Water and <br />Wastewater, Engineering, Public Services and City Manager's Office held several coordination meetings to <br />discuss the upcoming City-wide Capital Improvement Project. This coordinated effort among the various <br />departments identified any water or sewer lines requiring replacement prior to the street overlay project. <br />The intent is to prevent any disruption of newly paved roadway or alleys, curb, gutter and side walk <br />improvements by the installation of other city infrastructure projects. It was determined by Staff that in <br />order to complete our scheduled Community Development Block Grant funded projects, and meet the <br />funding expenditure constraint deadlines, there are streets in the CDBG Capital Project List that require <br />the installation of sewer lines. <br />These streets are currently funded with CDBG dollars for roadway improvements. The Water and Sewer <br />Master Plans identified the need to replace lines. The Council/Colton Utility Authority approved a two- <br />year budget, which included the Water and Sewer lines to be replaced. On November 7, 2000, the Colton <br />Utility Authority awarded a design Agreement to Krieger and Stewart for the FY 2000-2001 Water and <br />Sewer Line Replacements, Phase I in the amount of $85,050. This Agreement includes engineering <br />assistance during the construction phase of the projects. The Agreement established a completion date <br />of June 30, 2001. On July 17, 2001, the Colton Utility Authority approved an extension of time to the <br />existing Agreement due to delays as a result of staffs changes in the water and sewer line projects. <br />These changes were needed to correct underlying problems, therefore, delaying the completion of the <br />design work. The Authority approved the no -cost Agreement extension of time to September 30, 2002. <br />By replacing the old sewer lines in the alleys, the City intends to prevent the possibility of the lines <br />breaking, spilling raw sewage into the ground. The new sewer line in Sperry Drive affords the residences <br />on septic systems an opportunity to connect to the City's sewer system when their septic systems fail. As <br />you are aware, the CDBG monies must be obligated for construction prior to June 30. 2002. <br />III ii-isill:i-11 •� <br />The alleys and street listed below are scheduled for sewer line replacements including an upgrade in the <br />existing line. All of the alleys and the street are in the current CDBG infrastructure paving projects for <br />District 3: <br />1.
