Alleys Off Thirteenth (13) Street: <br />Between F Street & G Street CDBG Project #104-24105 <br />Between G Street & H Street CDBG Project #104-24105 <br />3. Sperry Drive: From Shasta Drive to the south end CDBG Project #104-26105 <br />The CDBG projects must be under construction prior to June 30, 2002. In order to expedite the <br />replacement/installation of the sewer lines, staff asked Krieger and Stewart for a proposal to include the <br />seven areas listed above in their existing Phase I Water and Sewer Line Replacements Agreement for FY <br />2000-2001. On January 18, 2002, Krieger and Stewart submitted their proposal ($41,500) along with the <br />time it will take to complete the sewer line replacement/design (estimated design completion date April <br />28, 2002 includes completion of all Agreement documents). The terms and conditions of the existing <br />Agreement will remain in place. However, with the addition of additional work, the City needs to issue a <br />second extension of time past the September 30, 2002 deadline. <br />The Colton Utility Authority may direct staff to seek Request for Proposals for the design of the sewer line <br />replacement/installation projects for the seven area's listed above. The time required to seek new <br />Request for Proposals will be a minimum of two months, placing award of the Agreement in April, 2002 <br />with an additional two to three months needed to design the sewer lines and at least 2 months for the <br />bidding process. Placing the award of the construction Agreement in September 2002, extending both <br />the sewer line replacement/installation Agreement and the CDBG overlay contract past the June 30, 2002 <br />deadline stipulated by the County of San Bernardino for the City's CDBG funding. <br />Staff recommends approving Amendment to this existing engineering design Agreement. This means <br />Amendment includes the authorization to design the sewer line replacement projects for the CDBG grant <br />and an extension of time for the existing design for water and sewer line replacements for FY 2000-2001 <br />until November 30, 2002. <br />The City Engineer reviewed and agrees with information within the respective proposal. <br />FINANCIAL IMPACT <br />The cost to design the project is $41,500, the fee estimates include construction surveying and staking. <br />The original Agreement cost is encumbered in the FY 2000-2001 Wastewater Sewer Development Fund <br />for Sewer Line Replacement Account No. 552-8200-8206-3890. In order to pay for the design cost of the <br />added alleys and street, an additional appropriation from the Wastewater Unappropriated Fund Balance <br />Account No. 522-2970 to the Wastewater Sewer Line Replacement Account No. 522-8200-8206-3890 <br />requires approval. The fee for providing Engineering Services is estimated at $41,500 for the design of <br />the sewer line replacement projects. <br />ENVIRONMENTAL IMPACT <br />There are no environmental impacts associated with approving the Amendment. <br />RECOMMENDATION <br />Staff recommends that the Colton Utility Authority take the following actions: <br />1. Approve the Amendment to the Krieger and Stewart FY00-01 Water and Sewer Line <br />Replacements Agreement in the amount of $41,500 to add Sewer Lines in District 3's CDBG <br />Project Area; and approve the extension of time for completion of all projects to November 30, <br />2002. <br />2. Approve the attached Resolution Appropriating additional funds from the Wastewater <br />Unappropriated Fund Balance to the Wastewater Sewer Line Replacement Account. <br />Attachment: Resolution <br />Amendment <br />
