Ciry Council Meeting - January 15, 2002 <br />Approval of a Professional Services Agreement <br />Page 2 of 3 <br />ANALYSIS/DISCUSSION: <br />Upon approval of the Community Sports Park proposal by the Ciry Council, staff and the Ciry <br />Attomey proceeded in procuring proposals for professional environmental services to prepaze an <br />Environmental Assessment, Initial Study/EIR, Biological Assessment, and Habitat Conservation <br />Plan (HCP) to address the possible Section 10 Incidental Take Pemut for the DSF. Three <br />proposals were received and reviewed by staff and the City Attorney. Based on the prior <br />experience for the requested scope of work, Tom Dodson & Associates was deternuned to be the <br />best consultant for the proposed project. In addition to the vast knowledge and experience with <br />environmental services and past environmental assessments dealing with the DSF, Tom Dodson <br />& Associates also was the lowest bidder at $49,150. <br />The Development Application submitted by Inland Empire Composting proposes to modify the <br />existing approved composting and organic recycling facility by adding an approxunately 22.4 <br />acres of land located on Agua Mansa Road that previously served as the Christrnas Tree Farm. <br />As the City Council is awaze, an Environmental Impact Report was prepared and approved for a <br />Condiuonal Use Permit to establish the Inland Composting and Organic Recycling Facility at <br />2300 South Riverside Avenue. Although the project has not been constructed, the facility has <br />received legal approval for composting, co-composting with bio-solids, food processing and <br />restaurant wastes, with limited material recovery and transfer station in a phased development on <br />the project site. The proposed expansion/addition of the 22.4 acres for a bio-solid processing <br />facility will require an Initial Study to determine the appropriate CEQA process. The applicant <br />(Inland Empire Composting) is required to pay for the Environmental Assessment and any <br />subsequent environmental services determined by the assessment in order to comply with CEQA. <br />Based on a review by staff and the City Attomey of the professional qualifications of Tom <br />Dodson & Associates, which include his prior experience with bio-solid environmental <br />assessments, it is recommended that a professional services contract be awazded to Tom Dodson <br />& Associates to provide professional environmental services/CEQA processing for both <br />proposed projects. StafPs recommendation will result in a significant cost savings to the Ciry <br />when more than one project is undertaken by the same consultant. The savings aze achieved <br />because the same general data base and procedural process is being utilized to achieve CEQA <br />compliance for both projects. The proposed consultant (TDA) has assured that a discount of <br />their fees will result if both projects are undertaken at the same tune. <br />The City is not required to solicit sepazate proposals for the Inland Empire Composting proposed <br />project if the Ciry Manager has determined that significant benefits and efficiencies aze realized <br />by the City as a result of combing both projects under one consultant. The Ciry Manager has <br />made such a deterniination. <br />
