Kivley, Assistant to the City Manager <br />Establishing Use of Unappropriated Measure I F ndAA <br />January 9, 2002 <br />PTIGMT14ITTE <br />Item #22 <br />As a result of the annual Measure I audit, there was a surplus of unappropriated funds <br />discovered. These funds accumulated as a result of under expenditures on various capital <br />projects over the prior two years. As a result of the under expenditures over the prior two <br />years, there are extra dollars available to be used for pavement rehabilitation of the City's <br />streets. <br />Because of an outdated Pavement Management System, we requested the Public Services <br />Streets Division field staff to review the pavement conditions of our existing roadway <br />throughout the City. On October 29, staff developed the enclosed Exhibit A that delineates the <br />streets needing rehabilitation. Based on prior comments by the members of the City Council <br />during the adoption of the Measure I five and twenty year transportation plan, staff is <br />presenting this list of recommended streets. It is important to note the available funds will not <br />be sufficient to design and improve the pavement on all the streets listed. It is our suggestion, <br />with the exception of six street locations, you allow staff to include the balance of the list in the <br />Engineering Design contract and establish accurate cost estimates for the repairs of each street. <br />Staff suggests you remove the following streets from consideration at the present time for the <br />reasons stated: <br />0 Iowa Avenue: Main Street to the bridge <br />o The City in cooperation with County of Riverside and the City of Grand Terrace <br />received a grant for improvements at Main Street and Iowa Avenue. It doesn't <br />appear to be a cost effective use of our funds to perform any improvements at <br />this location until the intersection improvements are complete. <br />0 Main Street: Iowa Avenue to City Limits <br />o The City in cooperation with County of Riverside and the City of Grand Terrace <br />received a grant for improvements at Main Street and Iowa Avenue.
