Page 2 of 2 <br />Agenda Report for January 15, 2002 Measure I Excess Funds <br />January 9, 2002 <br />0 Eighth Street: Citrus Street north to end <br />o This street location needs an upsized sewer line and a new water line. It is not <br />possible to install these infrastructure improvements within the time line <br />constraints. Staff plans to include this street in the current water and sewer <br />capital project list for this fiscal year. Consistent with these improvements, the <br />City is in possession of a commitment letter from Jon Lin Inc for 290 feet of curb <br />and gutter next to their parking lot. The company budgeted between $12,000 <br />and $15,000 for the project located near the corner of north Eighth Street and <br />Pleasant View Lane. <br />0 Johnston Street: Hunter Road to Eight Street <br />o This street location needs an upsized sewer line and a new water line. It is not <br />possible to install these infrastructure improvements within the time line <br />constraints. Staff plans to include this street in the current water and sewer <br />capital project list for this fiscal year. <br />0 Miller Drive: Laurel Street to North End <br />o This street rehabilitation project has funding as part of the North Colton Street <br />Improvements, CDBG project #104-25205 for installation of missing curb, gutter, <br />sidewalk, drive approaches, handicap ramps and 2" of AC pavement curb to <br />curb. <br />0 Cooley Drive: Mt Vernon Avenue to Cooley Lane <br />Ashley Furniture, according to the development plan will rehabilitate a portion of <br />this location. Until the staff determines the full extent of this rehabilitation, it <br />seems prudent to remove this location from this list. <br />Included within this report is Exhibit B. Exhibit B outlines staffs recommendation of the streets <br />for consideration with this funding (The twenty streets listed in Exhibit A less the six streets <br />noted above.). Staff suggests the remaining streets (Exhibit B) be included within the <br />Engineering Design and Cost Estimate Request for Proposal. Time is of the essence. Knowing <br />the fact that time is of the essence, it is necessary to use an outside firm to insure speedy <br />design completion so that construction begins by June 1, 2002. <br />It is important to note, these Measure I funds are insufficient to actually rehabilitate all the <br />streets on Exhibit B once the design work is complete. However, as other Measure I or Gas <br />Tax funds become available, or should the audit for the current fiscal year uncover additional <br />unappropriated funds, the City will have shelf -ready projects and can spend the money within <br />short time constraints. <br />In addition to the Measure I funds, the City received Notice of Award of TDA Article 3 for curb, <br />gutter, sidewalk and bus stop improvements on Mill Street totaling nearly $40,000. This is <br />separate and distinct from Measure I. However, due to economies of scale it appear prudent to <br />include this project in the design proposal. <br />
