Kivley, Assistant to the City Manager�• <br />Subject: Approve the recommended preliminary desi n rnativefo a grade <br />separation at Hunts Lane <br />Date: July 9, 2002 <br />BACKGROUND <br />The City applied for and received State funding to design and construct one grade separation. <br />This grade separation, located on Hunts Lane, over the Union Pacific Railway track near Club <br />Center Drive and Steel Road is in both the City of San Bernardino and the City of Colton (Aerial <br />Image and Location Map attached). The Hunts Lane Project is a joint project with the City of <br />San Bernardino and San Bernardino Associated Governments (SANBAG). The Hunts Lane <br />crossings is currently experiencing over 50 trains per day up to 1-1/2 miles long, projected to <br />go to over 100 trains per day in the year 2020. The project is 100 percent funded through the <br />State Transportation Congestion Relief Program (TCRP) based on the preliminary estimated <br />total costs of approximately $17.2 million. At the request of both local agencies, the City of San <br />Bernardino and the City of Colton, SANBAG took the lead in developing the TCRP-funded grade <br />separation project. <br />DISCUSSION /ANALYSIS <br />SANBAG awarded a Preliminary Engineering Contract for the Hunts Lane Grade Separation <br />Project. Moffatt & Nichol Engineers was selected to design the grade separation at Hunts Lane. <br />For the past several months, the engineering consultants and the Project Development Team <br />(PDT), including the Assistant to the City Manager, City Engineer and Engineering Supervisor, <br />other affected jurisdiction staff, and SANBAG staff, engaged in extensive alternatives <br />development and evaluations of the respective alternatives for the project. Following are the <br />results of those efforts: <br />Four improvement alternatives were evaluated for the Hunts Lane project: <br />1. Hunts Lane overcrossing the railroad track. <br />2. Hunts Lane undercrossing the railroad track <br />3. Railroad track under Hunts Lane <br />4. Railroad track over Hunts Lane <br />All scenarios were intended to maintain existing rail and vehicle access through the project site <br />during construction. <br />Alternatives 2 ($24,000,000), 3 ($41,000,000) and 4 ($33,000,000) were ruled out early in the <br />process primarily due to the prohibitive costs associated with building the structures necessary <br />to avoid the high water table level, dewatering costs, major pipeline relocations and to support <br />the trains and the length of approach track necessary to meet the required maximum rail <br />grades. The attached brief evaluation matrix reflects the estimated construction cost for each <br />alternative. The estimated construction cost of Alternative No. 1 is approximately $14 million. <br />
