CITY OF COLTON <br />PLANNING COMMISSION <br />MINUTES OF THE REGULAR MEETING OF APRIL 9, 2002 <br />CITY COUNCIL CHAMBERS, 650 NORTH LA CADENA DRIVE, COLTON, CA <br />The meeting was called to order by Vice -Chairperson Perez at 6:35 p.m. <br />Commissioners Present <br />Alex Perez, Vice -Chairperson <br />Susan Oliva, Commissioner <br />Richard Prieto, Commissioner <br />Tony Vilches, Commissioner <br />Commissioners Absent <br />Pete Chavez, Chairperson (excused) <br />Linda Carter, Commissioner (excused) <br />ITEM D — APPROVAL OF MEETING MINUTES <br />Staff Present <br />David Zamora, Community Development Director <br />Andres Soto, Principal Planner <br />Marco Martinez, City Attorney <br />1. Approval of Meeting Minutes of February 12, 2002 <br />Commissioner Oliva moved to approve the meeting minutes; seconded by Commissioner Vilches, <br />motion carried. <br />2. Approval of Meeting Minutes of February 26, 2002 <br />Commissioner Oliva moved to approve the meeting minutes; seconded by Commissioner Vilches, <br />motion carried. <br />3. Approval of Meeting Minutes of March 26, 2002 <br />By consensus of the Commission, the meeting minutes were continued to the next regularly <br />scheduled meeting. <br />ITEM E — ORAL COMMUNICATION <br />Councilmember Ramon Hernandez expressed his appreciation for serving on the Planning Commission. <br />ITEM F — PUBLIC HEARINGS <br />1. FILE INDEX NUMBER: DCV -93-01 JACK-IN-THE-BOX <br />Mr. Zamora read the staff report stating that the applicant is requesting Design Review, Environmental <br />Assessment, Conditional Use Permit and Major Variance for a proposed 2,561 s.f. drive-thru <br />restaurant to be located on the east side of Iowa Avenue between the Days Inn Hotel and the Yum <br />Yum Restaurant. <br />Commissioner Oliva expressed concerns with the possible increased traffic and unsafe speeding. <br />Lieutenant Frank Coe, Colton Police Department, discussed traffic for the area. He stated that <br />currently there are semi -trucks that park on the vacant lot where this project is proposing to locate. <br />Discussion ensued regarding traffic. <br />Commissioner Oliva inquired as to whether the patrons could be prevented from making left-hand <br />turns from the exit. Mr. Zamora stated that enforcement of such a requirement would be difficult. <br />Discussion ensued regarding traffic. <br />Mr. Zamora stated that staff is also concerned with the Major Variance request to reduce the required <br />parking. Commissioner Oliva inquired as to whether the request is due to the fact one-half of the their <br />patrons are drive-thru. Mr. Zamora stated that he did not believe that that estimate is accurate <br />
