Mr. Zamora stated that the parking <br />requirement has been in effect for at least ten years. Commissioner Oliva questioned whether the re - <br />striping, curbs and gutters would help the flow of traffic. Mr. Zamora stated that it would not. He <br />indicated that the re -striping would attempt to make it safer to transition from Iowa onto the property. <br />Commissioner Oliva questioned what type of business could locate on this property without the <br />difficulties that this proposed project is facing. Mr. Martinez stated that it would depend on the type of <br />business but that traffic issues would be present for any type of business but that, hopefully, they <br />would be able to provide the required parking. Commissioner Prieto stated if Iowa Avenue was <br />widened it would cause more traffic to use it. <br />At 7:05 p.m., Vice -Chairperson Perez called a five-minute recess to allow the Commission to review <br />the revised site plan. The Commission returned at 7:10 p.m. <br />Public Hearing Opened <br />Wade Goding, 100 North Barranca Avenue, West Covina, CA <br />Mr. Goding introduced Joel Falter, who conducted the traffic study. Mr. Goding discussed the plans <br />for re -striping Iowa Avenue. He stated that the City of Colton does have stringent parking <br />requirements compared to most cities. He indicated that they are proposing 27 parking stalls and that <br />the restaurant will have 68 seats but that of those 68 seats there will only be 22 clusters (tables). Mr. <br />Goding stated that 65% of their business is handled through the drive-thru. <br />Joel Falter, 1055 Corporate Center Drive, Monterey Park, CA <br />Commissioner Oliva questioned whether the proposed striping plan is in compliance with what the City <br />Engineer has requested. Mr. Falter stated that he met with the City Engineer in January with four <br />proposed plans and that this was the plan agreed upon. Commissioner Vilches questioned how many <br />vehicles could be in the left-hand turn lane at one time. Mr. Falter stated that it could hold three <br />vehicles. <br />Mark Golison, 5500 Bolsa Avenue, Huntington Beach, CA <br />Mr. Golison stated that the semi -trucks do cause traffic problems as they tum into the vacant lot and <br />that that would be alleviated. He indicated that they would be widening the street in front of the <br />proposed project but that the only way to eliminate the problems would be if the entire street were <br />improved. He discussed the parking requirements of the city in comparison with other cities. Mr. <br />Golison stated that the proposed project would clean up a current eyesore and be of benefit to the <br />city. <br />Philip Kassel, 3922 San Gabriel Street. San Bernardino, CA <br />Mr. Kassel stated that he is the owner of the property. He indicated that he has been waiting a long <br />time for a project to come along that would help the area. He stated that he believed this to be a win- <br />win situation. He discussed the benefits the project would provide. He indicated that he believed the <br />requested parking would be sufficient. <br />Public Hearing Closed <br />Commissioner Oliva indicated that she believes the project would improve the area and stated that <br />she believes the proposed projects peak traffic would not be during rush hour. She indicated that <br />there are other fast food restaurants that do not meet the parking criteria as this applicant is being <br />requested to do and stated that she was pleased that this applicant was not requesting a reduction in <br />the landscaping. <br />
