Agency Staff Report — Mt. Vernon Construction Management Agreement <br />April 16, 2002 <br />Page 2 of 3 <br />recently approved awarding the bid to construct the Mt. Vernon Streetscape. Construction of this <br />project should commence within 30 days. Construction plans have been completed for the Fairway <br />Drive widening, and the Engineering Department is currently working on the right-of-way acquisition <br />as well as the design work for the construction of the residential sidewalks. <br />Given the recent departure of Redevelopment Director Robb Steel and the planned departure of <br />Program Manager Greg Lantz, the Redevelopment Agency's staffing level is currently inadequate to <br />provide the necessary oversight and administration of the various construction projects. Agency <br />staff has discussed transferring much of the contract administration and construction management <br />duties to the City's Engineering Department. The Engineering Department has expressed their <br />wish to consolidate these duties into their department and feel that such a move would streamline <br />the process. As such, the Agency would propose entering into a Construction Management <br />Agreement with the City of Colton to complete the necessary design and construction of the listed <br />projects identified below. The proposed Mt. Vernon Construction Management Agreement will be <br />similar in nature to the Construction Management Agreement the Agency and City entered into in <br />March of 2001 for the completion of the construction projects within the Santa Ana River Project <br />Area. As with the Santa Ana Agreement, the Agency will place the bond proceeds for the <br />construction of the projects into an escrow account(s) specifically for payment of these construction <br />costs. A copy of the proposed "Mount Vernon Corridor Public Works Projects Funding And <br />Construction Management Agreement" is attached to the staff report as Exhibit "A". <br />Discussion <br />The Construction and Management Agreement requires the Agency to commit to a minimum of <br />$2,349,697 in available bond proceeds toward the construction of the following projects: <br />Proiect <br />Mount Vernon Streetscape <br />Residential Curbs and Gutters <br />Fairway Street Widening <br />Colton Avenue Bikepath <br />Scenic Drive Fencing/Skate Park <br />Totals <br />Budgeted Amount <br />$1,500,000 <br />$ 316,250 <br />$ 409,447 <br />$ 100,000 <br />$ 24,000 <br />$2,349,697 <br />Under the Agreement, the City shall be responsible for the management and supervision of all <br />aspects of the design and installation of these public improvements, including the securing of right- <br />of-way and easements to complete these projects. Each of the aforementioned projects have <br />certain contingencies built into the cost estimates and Agency staff anticipates that there should be <br />sufficient funds to complete the list of projects. Pursuant to the Agreement, any bond funds <br />remaining after completion of the project list can be used for other bond eligible projects. <br />Financial Impact <br />There will be no additional financial impact to the City or Agency from entering into the Construction <br />Management Agreement. The Mt. Vernon Bond proceeds are the primary source to fund all of the <br />described projects. Currently, the Agency has drawn down the necessary funds and placed them <br />into the appropriate Agency Account(s). The Agency has $2,349,697 budgeted for the construction <br />of these projects in FY 01/02 and FY 02/03. <br />
