Item #14 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF JUNE 18, 2002 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMER JAKHER, P.E., CITY ENGINEER <br />SUBJECT: AUTHORIZATION REQUEST SUBMITTED BY CHM2HILL, INC., TO <br />APPROVE THE TEMPORARY ROAD CLOSURE OF SLOVER AVENUE, <br />BETWEEN PEPPER AVENUE AND SYCAMORE AVENUE, BEGINNING <br />JUNE 23, 2002, AND ENDING JULY 7, 2002, FOR THE PURPOSE OF <br />INSTALLING A WELL MONITOR AND UNDERGROUND CABLES. <br />DATE: JUNE 6, 2002 <br />BACKGROUND: <br />Currently, there are three (3) existing Groundwater Monitoring Wells installed within the right-of- <br />way adjacent to the CAL-NEV Pipe Line property located at 2051 E. Slover Avenue. These wells <br />were constructed in October of 2001, as a part of a site investigation conducted by Kinder Morgan <br />Energy Partners (KMEP), operating partnership of Cal-Nev, in association with the State of <br />California Regional Water Quality Control Board (RWQCB). <br />The installation of these permanent wells was done by CHM211ill, Inc., who will be installing an <br />additional Groundwater Monitoring Well and underground cables in this same area. In order to <br />install the additional well, CHM211ill, Inc. has requested an Encroachment Permit and a Street Cut <br />Permit, and the closure of Slover Avenue between Sycamore Avenue and South Pepper Avenue, <br />beginning 12:00 midnight, June 23, 2002, and ending 12:00 midnight, July 7, 2002. <br />ANALYSIS/DISCUSSION: <br />This area is in the "fly zone". CHM211ill, Inc. has contacted the Department of Fish and Wildlife <br />and received permission to excavate in this area; a Fish and Wildlife official will be monitoring the <br />excavation process. The Encroachment Application submitted by CHM2Hill (see Exhibit "A", <br />attached) has been reviewed by Engineering Department staff, and an Encroachment Permit and a <br />Street Cut Permit are ready for issuance based upon the information submitted by CHM2Hi11, hic. <br />Slover Avenue has been closed for this type of work on previous occasions, and the inconvenience <br />to local residents is minimal as the location is Industrial in nature. An Engineered wet -signed <br />Traffic Control Plan has been required of the applicant, and must be approved prior to closure. The <br />proposed detour route is included in Exhibit "A", attached. <br />
