Item 916
CITY OF COLTON
AGENDA REPORT
FOR COUNCIL MEETING OF June 18,2002
TO: Honorable Mayor and City Council
FROM: Tom Hendrix, Fire Chief
SUBJECT: Consider Approval of an Automatic Aid and Paramedic Service
Agreement With County Service Areas 70, 38, and 38-H
DATE:
BACKGROUND:
June 6, 2002
The Fire Department has provided paramedic service to County Service Area (CSA) 38-H,
commonly known as the West — End County pocket, through a service agreement since 1982.
In return for providing paramedic service to this area, the City receives an annual fee of
$17,250. The agreement also includes reciprocal automatic aid for fire suppression services
between the Colton Fire Department and San Bernardino County Fire Department, in areas
specified in the agreement.
DISCUSSION/ANALYSIS:
The new agreement calls for CSA 38 to automatically respond one engine to specific types of
fires in those areas of the City shown in Exhibit "A" (red cross hatch). In return, Colton will
automatically respond one engine to specific types of fires in CSA 38 as shown in Exhibit "A"
(blue cross hatch). This type of agreement allows both agencies to reduce response times and
increase staffing at fire emergencies without immediately affecting other areas of the
jurisdiction, The contract authorizes the Fire Chiefs of each agency to jointly determine the level
of service as needed.
The City will provide to CSA 38-H the same level and quality of Paramedic service, which we
provide to our City, in the area shown in Exhibit "B". In return CSA 38 and CSA 38-H will pay
the City of Colton $25,000 per year for the Paramedic service provided, this is an increase of
$7,750 per year over the previous agreement.
The term of the new agreement is four years. If both parties concur, the agreement may be
extended for one year with the same terms. This is essentially the same as agreement as the
previous agreements dating back to 1982 except for the increase in pay for Paramedic service
in CSA 38-H.
