CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF June 18, 2002 <br />TO: Honorable Mayor and City Council <br />FROM: Colton Recreation and Parks Commission <br />Item #25 <br />SUBJECT: Recreation & Parks Commission Park Master Plan Recommendation <br />DATE: June 6, 2002 <br />BACKGROUND: <br />On December 18, 2001, the City Council approved the development of a citywide Park Master <br />Plan. Since that time, the Recreation and Parks Commission has seen a presentation by a landscape <br />architectural firm, which defined a Park Master Plan. They have also held two meetings to discuss <br />the issue. <br />DISCUSSION/ANALYSIS: <br />At the Commission's January 16, 2002 regularly scheduled meeting, Randy Hlubik, President of <br />RHA Landscape Architects Planners, Inc., made a presentation to the Commission concerning the <br />definition of a Park Master Plan. His presentation was followed by a question and answer period. <br />He told the Commission that master plans could take different forms. The different forms were <br />based on how comprehensive each plan was to be. He presented two types and suggested that the <br />Commission might choose one or the other. He also recommended the use of a consultant to assist <br />in developing either of the recommended plans. A copy of the two types of recommended master <br />plans by the consultant are attached. <br />On February 13, 2002 the Recreation and Parks Commission met again to discuss the Park Master <br />Plan project and the consultant's recommendation. The Commission decided to recommend to the <br />City Council Master Plan 41 as provided by the consultant. They then made comments on each <br />section of the plan. The Commission also agreed to recommend that the City Council partner with <br />staff and the Commission to do what might be necessary to create the detailed master plan. They <br />further recommended only limited involvement from a consultant. They felt that the City should <br />not hire a consultant to do what the City could do itself. <br />Staff proposed that the Commission recommendation and comments be sent back to the consultant <br />for his response before formally going to the City Council. The Commission agreed to the <br />proposal. <br />Also attached is the consultant's response to the Commission's recommendation. It also includes <br />both the Commission's views and the consultant's response to those views. At their regular <br />meeting of March 20, 2002 the Commission recommended that their views along with those of the <br />consultant be presented to the City Council for consideration and action. <br />
