What must be <br />done to meet this need? To answer these questions, and others inherent to the issues involved, it <br />is necessary to comprehend changing patterns of urban and suburban life, the directions of future <br />growth in the Cit# and the state of existing park and recreational facilities. <br />We live in a time of increasingly rapid change, which is a significant factor of daily life. The <br />result is a pattein of human settlement which has intensified and that continues to do so, <br />reflecting a more urbanized character with increased affluence and free time. With this dynamic <br />situation have come the growing requirements of government to do its share to meet popular <br />demands for exianded attention to social programs. Chief among these is the need for <br />constructive leisu a and recreation to revive the everyday life. <br />A baster Plan oParks can take many different forms, some much more comprehensive than <br />others. Followin is a discussion of two different forms such a plan might take. The first is a <br />more comprehen ive approach to identifying the overall, longer-term growth patterns/needs and <br />the second is on of identifying existing facilities/needs and focusing on immediate and near <br />term goals for int rovemetns to these or other needed facilities. <br />1). A masterp n for parks and recreational facilities is designed to act as a comprehensive <br />guide for sustain and orderly acquisition and development of a park system with a broad array <br />of recreational o rtunities based on identified needs for now and the fllture, it can also be <br />expanded to inc a financing strategies and maintenance. <br />To produce a coprehensive master plan of parks that effectively serves these purposes, the <br />following general., objectives might be typical: <br />Established 4ascline level of park and recreation service as a yardstick for measuring park <br />and recreatiol needs for the next decade. <br />. Inventory existing public park and recreation facilities. <br />Study the recreational behavior of Colton residents. <br />Establish a s itable methodology for determining participation rates for major recreational <br />activities. I. <br />• Articulate the (City's park and recreation facility goals, policies, and actions. <br />• Formulate park acquisition, design and development criteria. <br />• Make specifics recommendations concerning the need for major recreation facilities and to <br />determine thejvarious types and sizes needed to accommodate these facilities. <br />
