CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF June 18, 2002 <br />TO: Honorable Mayor and City Council <br />FROM: Colton Recreation and Parks Commission <br />Item #26 <br />SUBJECT: Request To Approve the Purchase of Modular Skateboard Elements for <br />Use in Cesar Chavez Park <br />DATE: June 10, 2002 <br />BACKGROUND: <br />For several years, both the City Council and the Recreation and Parks Commission have received <br />requests for a City skateboard facility. Skateboarding is a sport enjoyed by many youth through out <br />the City. Currently, the City does not have a specific facility, which would enable those youth the <br />opportunity to enjoy their sport. <br />DISCUSSION/ANALYSIS: <br />After several months of discussion, the Recreation and Parks Commission is recommending a <br />modular skateboard system be purchased. It would be used in conjunction with a permanent <br />concrete slab. Modular units come in varying shapes, sizes and costs and can be developed one <br />piece at a time. They are constructed out of steel and fiberglass and are designed to be placed on <br />concrete, are completely weather resistant and are covered in a material, which reduces sound and <br />vibration. They can be moved in and out of locations or simply rearranged on a specific location by <br />City crews, using the proper equipment. The units would be too heavy to be moved by the general <br />public. Special tools are needed to disassemble each piece and these tools are not found at local <br />hardware stores. <br />The Commission is recommending that an initial modular site be tried. Should that site be a <br />success, additional sites could be added in additional parks throughout the City. The initial site <br />would be located at Cesar Chavez Park utilizing one of the old tennis courts. The specific court has <br />a concrete slab that is 70' x 130' and is currently enclosed by a 15' fence with a gate and the entire <br />site could be additionally secured with security fencing on top of the existing fence. It is lighted <br />should the City wish to allow the facility to be used at night. <br />The Commission is recommending that the facility be open 7:00 a.m. to 5:00 p.m., six days per <br />week with the facility dark on Sundays. Both the City's existing Noise and Parks Ordinance would <br />apply. <br />Captain Joe McCann of the Colton Police Department met with the Commission to address <br />questions and/or concerns. He felt that the Police Department concerns would be any negative <br />impacts that would surround the operation. Also, the enforcement of rules and regulations set up by <br />
