Page 2 <br />the Parks, Recreation and Family Services Department. Although the Park's Ordinance section on <br />skateboarding would apply, their ability to provide enforcement might be limited. <br />The City Attorney has recommended that the facility not be staffed due to increased liability to the <br />City. The Recreation & Parks Commission has stated their interest in a security camera system for <br />the proposed facility. However, the City Attorney again stated that any type of security camera <br />would be the same as having staff on duty. <br />Signage would be posted listing the rules for use of the facility based on the Skateboard Section of <br />the Parks Ordinance. Helmets, knee and elbow pads would be required when using the facility. <br />The Commission is further recommending that modular pieces within the proposed facility be <br />initially limited. They are recommending an initial purchase of two, eight -foot long "rails" and one <br />3' high curved transition ramp. Should this purchase prove worthwhile, additional pieces could be <br />purchased as well as additional sites within the City could be established. A copy of the items <br />recommended for purchase is attached. <br />FINANCIAL IMPACT: <br />The proposed purchase of equipment and additional security fencing as needed would not exceed <br />$9,500. This would be funded from the City's Park Development Fund. <br />ENVIRONMENTAL IMPACT: <br />None <br />ALTERNATE RECOMMENDATION: <br />City Council not approve the development of a modular skateboard facility in Cesar Chavez Park <br />and request the Recreation and Parks Commission to consider an alternative skateboard plan. <br />RECOMMENDATION: <br />The Recreation and Parks Commission recommends that the City Council approve the development <br />of a modular skateboard facility on an old tennis court in Cesar Chavez Park.
