Item #27 <br />City of Colton <br />AGENDA REPORT <br />City Council Meeting of June 18, 2002 <br />TO: Honorable Mayor and Council Members <br />FROM: Daryl J. Parrish, City Manager <br />SUBJECT: A Resolution of the City Council of the City of Colton Expressing the <br />City's Commitment to the Pursuit of Federal Funding for the CSDP <br />3-5 Storm Drain Project and the Solicitation of Support from <br />Neighboring Jurisdictions to Assist the City of Colton in this <br />Endeavor. <br />DATE: June 9, 2002 <br />BACKGROUND: <br />In October 1988, the City Council adopted Ordinance No. 0-27-88 relating to the levy of <br />storm drain fees for Drainage Benefit Area #1, or property comprised primarily in the <br />western -most portions of the City of Colton within San Bernardino County Flood Control <br />Study Zone #2. In recognition of the immediate and significant need for new storm drain <br />facilities to serve property within the San Bernardino County Flood Control District, the <br />City of San Bernardino, the City of Rialto, and the City of Colton agreed to participate in <br />the funding of a storm drain improvement system known as CSDP 3-5. CSDP 3-5 when <br />completed will consist of a series of contiguous storm drain improvements running from <br />the East Rialto Channel and Pepper Avenue Basin on the north, to the Santa Ana River <br />on the south. <br />The drainage study for CSDP 3-5 prepared by the County of San Bernardino Flood <br />Control District was completed in 1990. The study established drainage fess for <br />development in the tributary areas including specific areas in the jurisdictions of the <br />cities of San Bernardino, Rialto, and Colton and the County of San Bernardino. When <br />considering the current estimated cost of approximately $15 million to construct the <br />project, and the amount of drainage fees actually collected to construct the project, it is <br />clear that Federal -funding sources must be aggressively pursued and obtained for the <br />construction of this essential project to become a reality. Approximately $2.4 million are <br />available from various funding sources (primarily from the County of San Bernardino <br />Medical Center MOU, City of Colton CFD 89-2, and Federal STIP funding) and <br />approximately $600,000 has been spent on project design leaving an estimated funding <br />gap of approximately $12 million. The project can be constructed in two phases with the <br />estimated cost of the first phase being approximately $6 million. <br />DISC USSION/ANALYSIS: <br />The City Council has expressed its commitment to addressing the flooding that occurs in <br />the west end of the City of Colton. Furthermore, it is clear that during periods of heavy <br />or moderate sustained rainfall access to the Arrowhead Regional Medical Center may <br />become difficult and/or hazardous for emergency vehicles entering the facility.
