City of Colton <br />Agenda Report <br />Council Meeting of June 18, 2002 <br />Page 2 <br />demonstration of its commitment to the CSDP 3-5 Project, both last year, and again this <br />year, the City Council has requested through its Congressional Representative that this <br />project be funded with Federal funds making a significant contribution. Last summer we <br />were informed that $400,000 would be allocated from the Federal STIP program in <br />Federal Fiscal Year 2001/02 to the CSDP 3-5 project. <br />The City of Colton is requesting through the attached Resolution that the neighboring <br />jurisdictions of San Bernardino, Rialto, and the County of San Bernardino lend their <br />support and political strength to the securing of the levels of Federal Funding necessary <br />to construct CSDP 3-5 for the following reasons: <br />❑ The project is regional in nature with direct benefits for the cities of San <br />Bernardino, Rialto, and Colton, and the County of San Bernardino and indirect <br />benefits to those in San Bernardino County who are served by the Arrowhead <br />Regional Medical Center. <br />❑ The cities of San Bernardino, Rialto, and Colton, and the County of San <br />Bernardino were identified in the drainage study conducted for the 3-5 tributary <br />areas and should all bear some portion of the financial responsibility for the <br />project's construction. <br />Based on the above facts, the City of Colton believes that the jurisdictions of the City of <br />San Bernardino, the City of Rialto, and the County of San Bernardino should approve <br />similar resolutions memorializing their support of the City of Colton's efforts to secure <br />alternative (mostly Federal) funding for the CSDP 3-5 project. <br />ENVIRONMENTAL IMPACT: <br />None. <br />ALTERNATIVES: <br />Do not approve the attached resolution and direct staff to continue to pursue alternative <br />funding sources for CSDP 3-5 on our own. <br />Take no action. <br />RECOMMENDATION: <br />Staff recommends the following: <br />❑ Approve the attached resolution. <br />❑ Direct the City Manager to set up a series of meetings with the policy makers and <br />senior staff of neighboring jurisdictions to request that they adopt similar <br />resolutions to memorialize their support of the City of Colton's efforts to secure <br />Federal funding for the CSDP 3-5 project. <br />
