RECOMMENDATION: <br />Staff respectfully recommends that a Contract in the amount of $657,147.46 for the Santa Ana <br />River Project Area - Washington Street Medians Project be awarded to GMC Engineering, Inc., <br />as the Lowest Responsible Bidder.
