There were errors and/or problems with four out of seven (4 out of 7) of the Bidding Proposals. While some of these errors do not mandate rejection under state law, some errors were cause for rejection due to non-responsiness. The adjusted Bids are as follows: GMC Engineering, Inc. Bid Proposal deemed non-compliant; rejected for cause All Bids were reviewed for content and compliance with the Contract Documents and Specifications, and all were complete, with the required attachments included. Two Bids were rejected as non-responsive (Laird Construction Co., Inc. and 4 -Con Engineering, Inc.) due to cross -outs on the Bid Schedule. The accuracy of the Extended Total for each Bid Item, and the Total Amount Bid, was verified for each of the Bids submitted. While the Bids of GMC Engineering, Inc., Matich Corporation, and Belaire-West Landscape, Inc. contained minor errors, those errors can be waived as minor irregularities. References, Bid Bonds and Sureties were verified for all of the Bid Proposals. Based upon the above -noted review, the Lowest Responsible Bidder is GMC Engineering, Inc., with a Total Amount Bid of $657,147.46. ENVIRONMENTAL IMPACT The proposed public improvements are Exempt under Section 15301 (Existing Facilities) of the California Environmental Quality Act (CEQA). FINANCIAL/FISCAL IMPACT Construction of the Santa Ana River Project Area - Washington Medians Project is funded by the Redevelopment Agency, Account Number 457-9150-9155-3890. The Engineer's Estimate for this project was $630,000.00. The lowest responsive Bid is $657,147.46. A ten -percent (10%) contingency of $65,714.75 is recommended, with the authority given to the City Manager to approve change orders as needed up to this amount.
