CITY OF COLTON Item # , <br />AGENDA REPORT <br />FOR THE COUNCIL MEETING OF MAY 7, 2002 <br />TO:RABLE M OR AND MEMBERS OF THE CITY COUNCIL <br />;avi <br />FROM: 7amo om ty Deve ment Director <br />SUBJECT: Appeal to the City Council regarding the Planning Commission's decision to deny File <br />Index Number DCV -98-01 (East Valley Land Company), a request for Design Review, <br />Environmental Assessment, Major Variance and Conditional Use Permit to construct one <br />electronic message board and five outdoor advertising signs (billboards). <br />DATE: April 25, 2002 <br />BACKGROUND: <br />The applicant is proposing to construct one (1) electronic message board (billboard sign) and five (5) outdoor <br />advertising signs (billboards). At their regularly scheduled meeting on February 26, 2002, the Planning <br />Commission considered and denied a request from East Valley Land Company for a Conditional Use Permit and <br />a Major Variance to construct one electronic message board and four outdoor advertising signs (billboards). On <br />April 9, 2002, the Planning Commission also denied a request to replace a billboard sign that previously existed <br />on-site. During construction of the Ashley project, the sign was removed. At the February 26, 2002 Planning <br />Commission meeting, the applicant requested that the Planning Commission take this into consideration. As a <br />result, the Planning Commission bifurcated this request and subsequently denied the entirety of the project. <br />On March 4, 2002 and April 10, 2002, the applicant filed an official appeal of the Planning Commission's denial <br />of a Major Variance and Conditional Use Permit to allow the construction of one (1) electronic message board <br />and five (5) outdoor advertising signs (billboards). These appeals have been consolidated. <br />ANALYSIS/DISCUSSION: <br />Attached for Council's review is a copy of staff's report, which provided staff s analysis of the proposed project at <br />the Commission hearing. As noted in the report, the applicant is proposing to construct one (1) electronic message <br />board (billboard sign) and five (5) outdoor advertising signs (billboards) on a narrow parcel of property that is <br />located on the west side and adjacent to the Interstate 215 Freeway, from the Reche Canyon Flood Control <br />Channel north to Cooley Drive. The proposed project requires a Conditional Use Permit (CUP) for the six <br />proposed billboard signs and a Major Variance to exceed the height (45 feet is the maximum height) and sign face <br />(100 square feet is the maximum allowed) for the six signs. According to the applicant's proposal, the electronic <br />message board will be a two -pole double face illuminated pylon display. The sign face will be approximately 46' <br />X 20' (920 square feet) and will have a total height of approximately 82 feet. The five (5) proposed billboard <br />signs range from a total height of 55 feet to 68 feet. Two of the signs proposed will be double face with a sign <br />face of approximately 44' X 28' (1,232 square feet). The remaining three signs will be tri -faced that includes a <br />double sign face of approximately 48' X 18' (864 square feet) and a third sign face of approximately 25' X 18' <br />(450 square feet). All five (5) billboard signs will be illuminated and will include metal catwalks. According to <br />the applicant, the proposed signs are strictly a commercial business enterprise and will be leased for advertising <br />purposes. <br />The proposed project site is a long narrow parcel of property that extends in a north south direction on the west <br />
