Regional, or Aremvide Sienificance <br />AB 1532 requires a lead agency to call at least one scoping meeting for a project "of <br />statewide, regional, or areawide significance" and requires the lead agency to provide notice of the <br />scoping meeting to: (1) any county or city that borders on a county or city within which the project <br />is located, (2) any responsible agency, (3) any public agency that has jurisdiction by law over the <br />project, and (4) any organization or individual who has filed a written request for the notice. <br />To address this new requirement, a section entitled ScopingMeetings, has been added <br />to the Initial Study chapter of your Local Guidelines. <br />Identification of Public Water Svstem and Preparation of Speci ted Supply Assessment <br />SB 610 expands the requirements for obtaining water supply assessments. Previously, <br />Section 15083.5 of the State CEQA Guidelines required lead agencies to consult with affected water <br />agencies and obtain water supply assessments prior to approving certain projects only when the <br />project: (1) required an EIR, and (2) involved the adoption of a specific plan or an amendment to <br />the land use element of a General Plan or a specific plan which would result in a net increase in <br />population density or building intensity. SB 610 eliminates the additional limitations imposed by the <br />Guidelines, so that cities and counties are now required to obtain water supply assessments when <br />considering approval of any of the following: <br />(1) A proposed residential development of more than 500 dwelling units, <br />(2) A proposed shopping center or business establishment employing more than <br />1,000 persons or having more than 500,000 square feet of floor space, <br />(3) A proposed commercial office building employing= more than 1,000 persons <br />or having more than 250,000 square feet of floor space, <br />(4) A proposed hotel or motel, or both, having more than 500 rooms, <br />(5) A proposed industrial, manufacturing or processing plant, or industrial park <br />planned to house more than 1,000 persons, occupying more than 40 acres of <br />land, or having more than 650,000 square feet of floor area,' <br />(6) A mixed-use project that includes one or more of the projects specified in this <br />subdivision, or <br />(7) A project that would demand an amount of water equivalent to, or greater <br />than, the amount of water required by a 500 dwelling unit project. <br />In areas where the public water supplier has fewer than 5,000 service connections, the water supply <br />assessment requirement applies to any project that will increase the number of connections by 10% <br />or more. <br />When a water supply assessment is required, it must include identification of existing <br />water supply entitlements, water rights, or water service contracts relevant to the water supply for <br />' These first five criteria are drawn from the criteria for determining whether a project is of <br />statewide, regional, or areawide significance under CEQA.
