Item #17 CITY OF COLTON AGENDA REPORT FOR THE CITY COUNCIL MEETING OF MAY 21, 2002 TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS FROM: AMER JAKHER, P.E., CITY ENGINEER * SUBJECT: AUTHORIZATION REQUEST TO AWARD CONSTRUCTION CONTRACT FOR THE 2001-2002 PAVEMENT RECONSTRUCTION PROJECT — ALSTON AVENUE TO THE LOWEST RESPONSIBLE BIDDER. DATE: MAY 9, 2002 BACKGROUND: Authorization to solicit public bids for the 2001-2002 Pavement Reconstruction Project — Alston Avenue was approved at the City Council Meeting of May 7, 2002. As presented in the Agenda Report, $87,380.00 of the Traffic Congestion Relief Fund monies allocated for this project must be expended by June 30, 2002. May 21, 2002 is the first available Council meeting after the May 20, 2002 Bid Opening Date. In order to maintain the very tight schedule set for this project (see attached Exhibit "A"), it is necessary that the Contract for this project be awarded by City Council at the May 21, 2002 Council Meeting. ANALYSIS/DISCUSSION: In order to accomplish the Award of Contract at the City Council Meeting of May 21, 2002, the written recommendation for the Lowest Responsible Bidder, including the amount of the proposed Contract Award, will be presented at said meeting. In the normal course of Bid Review, Engineering Department staff routinely checks that all Bids submitted are in compliance with the Specification, that the computations of the Bid Schedule are accurate, that the Bonds are valid and the Surety is acceptable, and that the Contractor has successfully and recently completed similar projects without problem. Staff s recommendation for the Lowest Responsible Bidder is based upon the sum total of this Bid Review process.
