Item #18 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF MAY 21, 2002 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />CILL MEMBERS <br />FROM: AMER JAKHER, P.E., CITY ENGINEER( {- <br />SUBJECT: AUTHORIZATION REQUEST TO AWARD CONSTRUCTION <br />CONTRACT FOR THE TRAFFIC SIGNALIZATION PROJECT: <br />RECHE CANYON ROADITOPANGA WAY, RECHE CANYON <br />ROAD/SHANE DRIVE AND HUNTS LANEICOOLEY LANE TO THE <br />LOWEST RESPONSIBLE BIDDER. <br />DATE: MAY 9, 2002 <br />The signals on Reche Canyon were publicly Bid last year; there were no Bidders. Engineering <br />staff had the Reche Canyon Traffic Signals redesigned, added a signal on Hunts Lane/Cooley <br />Lane to the Project, and solicited public Bids again. <br />In the interest of beginning the construction of these proposed Traffic Signals, May 21, 2002 is <br />the first available Council meeting after the May 20, 2002 Bid Opening Date. This will move the <br />anticipated start of construction to June 20, 2002, creating a time gain of twenty-one (21) days <br />(see Exhibit "A"). <br />ANALYSIS/DISCUSSION: <br />In order to accomplish the Award of Contract at the City Council Meeting of May 21, 2002, the <br />written recommendation for the Lowest Responsible Bidder, including the amount of the <br />proposed Contract Award, will be presented at said meeting. <br />In the normal course of Bid Review, Engineering Department staff routinely checks that all Bids <br />submitted are in compliance with the Specifications, that the computations of the Bid Schedule <br />are accurate, that the Bonds are valid and the Surety is acceptable, and that the Contractor has <br />successfully and recently completed similar projects without problem. Staff's recommendation <br />for the Lowest Responsible Bidder is based upon the sum total of this Bid Review process. <br />ni <br />
